In addition, Lake Owasso has a sufficiently <br />large watershed area to restore normal lake level relatively quickly by means of <br />normal precipitation following extended periods of drought. For these reasons, <br />Ramsey County will abandon the well within the next two to three years. <br />Management of Purple Loosestrife and aquatic plants on Lake Owasso is of <br />continuing interest to Ramsey County. In 1997, Public Works participated in a <br />Purple Loosestrife biological control program with tlie Minnesota Department of <br />Natural Resources, which resulted in the incubation and release of more than <br />20,000 beetles with an affinity for control of Purple Loosestrife. This biological <br />control program will continue in 1998 with cooperation of the DNR. <br />Developing an aquatic plant management plan for Lake Owasso is desirable in <br />order to identify feasible strategies and responsibilities in the future. Ramsey <br />County has recently completed Eurasian milfoil management plans for several <br />County lakes using consultants paid from DNR Exotics Program funds. <br />Cooperative funding from the Cities of Roseville and Shoreview, and Ramsey <br />County should be utilized to develop an aquatic plant management plan for Lake <br />Owasso. Ramsey County Public Works could coordinate hiring a consultant for <br />this purpose with concurrence of the Cities. <br />I hope I have adequately addressed your concerns.
