Approval and discussion of minutes from 12/18/96. <br />Minutes were unanimously approved �vith the following corrections and diseussion: <br />Iviinimum muskie size is 48" (question #2); additional properties on the 1129 mailing list are at the <br />SE end (p. S line 6); q 3, p.4 should be attributed to Dav� Zappetillo. <br />Jim Stark will get further clarification from Joel Schilliag on the significance of annual vs, <br />monthly water clarity trends. With regard to watershed project expenditures vs. possible lack of <br />significant improvement so far: panelists expected very slow improvement (Schilling) and affirmed <br />the importance of reducing nutrient inputs from the watershed {Schilling, I�Toonam, 4-#; Zappetillo, <br />#9). <br />2. Planning for l/29i9 � public input meetin.g, <br />Preliminary discussioz�. <br />The city council is looking to the task force for solid recommendations on the no-wake buffer <br />issue (SN). <br />The 11/96/9� petition to Roseville'sciry cour�cil indieated strong opposition (122 si�natures, <br />>90 �� signed) to adopting the 150' buffer zone if it meant a 2nd ski slalom eould be installed (PE). <br />Discussion of skiing activity on the lake ensued. An application for a 2nd slalom in the SW end <br />should be separate from the no-�vake ordinance and is unlikely to be approved by the city due to <br />strong neighborhood objection (GW). The Lake Owasso Safe Soating club (eleven families) <br />exists to obtain insurance through.the American V�Tater Ski association. New members are <br />accepted only if they use the equipment appropriatell�. The installers of the temporary course in the <br />S�[' end in 199� are now members. A seeond (or temporary) sla}om will probably not be pursued <br />but would be an advantage in certain weather; also; the existing slalom is heavily used. Six other <br />seasonal eourses are available on local lakes. Complaints about the slalom and jump are sent to the <br />club person in charge and are returned to the cit}� or sheriff if not resolved (DA). Multiple uses of <br />the lake need to be proteeted (KI.). <br />Problems with the 300' ordinance include enforcement, different laws for skiers and other <br />motorists, public ignorance, and restricted boating in the SRj end. The D?�TR's current regulatory <br />options do not include boat/boat or skierishore no-wake buffers as in the eurrent ordinance. Mitch <br />Converse could assist the task force in drafting a new ordinanee (GRT). <br />Preliminary consensus �vas developed by a roundtable discussion, summarized in item #3. <br />Prepare agenda. <br />The LOTF needs to present a preliminary eonscnsus on 1/29 to provide a useful focus for <br />discussion. The first part of the meetiag will provide brief background, the "preliminary <br />consensus" of the task force, and issues relevant to conseasus development. A brief haadout <br />summariziag our findi�gs will be distributed at the beginniag of the meeting.
