Lake Owasso Task Force presentation to the public <br />Gary Wood described the purpose, history, and goals of the LOTF to the �26 persons presont. <br />Task force members introduced themselves. The current, "grandfathered" Roseville and __ <br />Shoreview ordinances for Owasso were described as was the 1994 Shoreview ordinanee. <br />Summaries of issues examined were presented orally and in handouts: legal (Jim Vanous), � <br />environmental (Jim Stark), safety and enforeement (Dean Anklan). <br />Gary Wood presented the task force's preliminary consensus, to adopt a realistic, uniform, and <br />enforceable ordinance similar to that proposed by Shoreview. Peggy Egli summarized related <br />issues and recommendations: (1)provide education about boating laws, lake depth, and <br />environmental issues via the Lake Owasao association, boat ramp signage, a 150' buoy, <br />community news, and enforcement, (2) support boating law enforcement via the Lake Watch <br />group and by city purchase of additional water patrol hours, and (3) asaure public input on permits _ <br />including the slalom and jump. - <br />2. Public comment <br />Julie and John Ledy's letter to the city was read aloud by Steve North. A letter from Tony Starr <br />was given to Steve North and read aloud by Ann Starr. <br />Carmen Bell, 807 Heinel Dr.: <br />The DNR givea too mueh power to the sheriff and she has contacted Sen. Marty and Rep. <br />Greiling about this. She received a sheriff's warr�ing for a 300' setbaek violation by her pontoon <br />boat, which was not in use at the time. Last fall, a float plane came dangerously close to her shore <br />while people were present. <br />The LOTF found that air traffzc is regulated by the FAA, not local ordinance (GW). <br />Mrs. Bell thanked the task force for their work; she expects to see some eompromise result; <br />to which we'll all adapt. <br />Rob Linder, 631 Heinel Dr.: <br />The 150' ordinance looks OK but he would like to see skiers stay at 300', since, in his <br />experience, they are the main problem and are faster than other traffic. A eoncern is that, with a <br />150' no-wake buffer, skiers on a 75'tow rope could come within 90-100' from shore. He <br />observed there are more skiers and powerboats on the lake now than in 1953 when the existing <br />ordinance was passed, and that is common that laws are not enforced unless there is a problem. <br />Jane Spartz, 649 Heinel Dr.: <br />Why is 150' enforceable while 300' is not ? <br />300' is more dif}`icult to visualize (4 tow-ropes, DA), violators tend to receive warnings <br />rather than citations (JG), and 1 SO' would be true for all motorcraft, regardless whether persons <br />were present on shore (JV). The sheriff says 1 SO' is more enforceable (KL) although the <br />enforcers themselves have been confused about the no-wake ordinance (JV). <br />Ann Starr, 2986 W. Owasso: <br />Enjoys Owasso's close-in location and both active boating and pontooning within 150' of <br />shore. She questioned the number and type of 300' no-wake violators.
