i. 300' ordinance might decrease her property value. She noted that most skiers this year turn at the
) start of the bay due to its shallowness, and hoped it would not stay so shallow in the future.
Pontooning at no-wake speed is fine. We currently lack data on boat trafxc over the last N
1 D yr on Owasso (GW). There were 48 citations in 1996 for 300' no-wake violations, not all of
which were upheld in court (DA)..
Karen Olsen, 2968 W. Owasso:
Owasao's large area and its narrow SW end are two separate entities. She will not allow
her four children to use the lake on weekends due to congestion and feels PWC's are "crazy". On
weekdays they anchor and swim off their pontoon boat, but still fear the PWC's that comc too
close. A realistic solution is needed for crowding -- charge $ at the boat launch?
Steve Gallop, 435 Walnut Lane, Shoreview: '
People are often ignorant of variations ia no-wake buffers that exist even within Ramsey
county; a 150' ordinance is more "expected" than 300'. A new ordinance should prohibit boaters
from passing between swimmers and a dock or raft; fishing boats sometimes do this.
Harry Kath, 3079 Sandy Hook:
Enjoys the lake. He received a citation for his out-of license pontoon boat that was not in
the lake at the time and cautioned others to keep current.
Steve Feht, 6c Heinel Dr:
If the 300' ordinance is not a safety issue, why should we change just because the sheriff
doesn't like it?
The 300' ordinance was not really enforced; this and the new Shoreview ordinance have
caused confusion. A ticket for 300' violation is easier to fight in court (SP). Improving
enforcement on the lake through city purchase of additional water patrol hours is needed - the 300'
ordinance was adopted to protect shore and people (KL). Due to weed control, there are fewer
weeds on the lake than in 1953 so boats can now get closer to shore (DA).
Since moving in this fall, the main traffic has been skiers, and the lake is only about 18"
deep in his area.
Ryan Wood, 3060 W. Owasso:
The 300' ordinance is clearly outdated, hard to uphold, and ambiguous. We need a
uniform, standard, comprehenaible and enforceable ordinance.
3. Conclusion
Gary Wood thanked participants for their comments and invited further written comments
by 2/5/97. The LOTF will meet twice in February to review all oral and written comments and
form a recommendation for the city council on the no-wake issue.
handouts to the public -
Ciry welcome letter inviting comment
Agenda, Lake Owasso Task Force meeting 1/29/97
Task Force members and list of panelists
Lake Owasso Task Force charge
Roseville code chapter 702 (current no-wake buffer ordinance; 1953)
Shoreview ordinance #624 (1994)
Summary of discussion with city attorney
Summary of discuasion with environmental. panel
Summary of discussion with lake safety and enforcement panel
Cab1e broadcastschedule for 1/29/97 meeting
Lake Owasso Task Force, 1/29/97 minutes
2
