Lake Ovasso Task Force
2-12%9"" minutes
present: Deane :nklan, Peggy Egli, Kate Linder, Jim Stark; Jim Vanous, Betty Wolfangle,
Gary V'ood, Steve North
absent: John Gramer. Sheila Prok
chair: Gary 'ood
1. Approcal of 1i14 and 1-29!9"' minutes.
linutes were approved unanimously with no discussion.
The 1!8!9 minutes describe the existing slalom as "heavily used", which it is not, sinee boats do
not congregate around it and use is eonfined to specific hours and calm conditions (DA). The
eleven boats that use the slalom averaged 2 hr total use/boat/season, and the slalom was in use for
8"' days in 1996 (PE; from 1!8 notes).
2. Reiew meeting of 1%29i97.
John Torgerson (33"' S Owasso) and David Rustad (329 S Owasso) have homes that are 15-20'
from shore; the} are concemed about noise and erosion if a l50' ordinance is passed. LOTF has
previousl discussed placing buoys to indicate the size of the no-wake buffer. Buoys could be
placed that would also protect those residences; one buoy at 300' (later moved to 150') was placed
there in 1996 to address those complaints (GV. The boat launch area and/or the point near it are
other good sites for demonstration buoya (DA). The aim is to educate aad protect the most
culnerable sites while aoiding placement of an excessive number of buoys (GW,DA). Shtriffls
permits would be required.
The Lake Josephine homeowner's association passed a resolution supporting a 10' no-wake
buffer (Bill Costello, via G. LOTF's recommendatidn should coneern Owasso (GV.
Terri Roesler (D:R Boat and V'ater Safety) says it is "more than likely" that a 10' buffer could be
written to applt to towed skiers as well as to motoreraft <GW7. This would promote safety for
people on shore, at docks; or being towed; and would reduce wakes. However, skiers using the
existing slalom come to 140' feet from shore at 361 S Owasso; and relocating the concrete float
anchors would be difficult. A sheriff's permit for the slalom might be a means of exempting
slalom skiers from a 150' rule, similar to preious years' exemptions from the 300' rule (DA,
G'G'). State law (MN86B.121) allows the sheriff to permit exemptions for special events, but this
may not include season-long use (PE,JS) and it is unknown,if permits supersede city ordinances
(JS). Cin approval was cited as the reason eemptions frm the 300' law were allowod (DA).
Special event applications are similar to those for seasonal permits in that ciry signoffs are required
b5 the sheriff <SN). The last waterski special event on Owasso was 12 years ago (DA).
Members agreed that, if there is a 150' no-wake buffer, towed items and persons should also
observe it. The 1994 Shoreview ordinance only applies the no-wak buffer to boats, so this point
will need to be negotiated. Mcmbers also supporttd Shoreviow's 1994 ordinance 903.025 (boats
don't go between dock and raft whn swimmer is presoat).
Regarding oral aad writton input - input was summarized by Peggy Egli (see attachmeat). Many
people felt the 300' law should stay in place or felt there would be problems in going to 150'; _
LOTF should not disregard them (JS, KL). It was uaclear whther peopl understood that thore is
a no buffer for non-ski powor boats if no one is prescnt on shore (GV. There has been
significant eonfusion about Roseville vs. Shoreview laws, ski vs. non-ski laws (PE), A eity ldtter.
describing the current law could be sent prior to the public hearing (council meeting) on the
ordinaace (G.
LOTF minutes
2/ 12/9"'
