CITY OF ROSEVILLE <br />LAKE OWASSO TASK FORCE CHARGE <br />BACKGROUND <br />The use of lakes, particularly in the urban setting such as Roseville, is of interest to lake residents, <br />lake users, and others in the community. As such, lake usage issues and restrictions involve a <br />complex interplay of priorities. Because some uses are not always compatible and may cause <br />conflict, it is important that all parties work to identify mutually acceptable uses. <br />The Lake Owasso Task Force is an opportunity provided by the City Council to step back from the <br />many special interests expressed regarding lake usage to openly discuss issues, formulate facts, <br />provide open communication, and develop consensus. <br />TASK FORCE CHARGE <br />The Task Force is charged with preparing a report to the City Council regarding the results of their <br />investigations and deliberations. <br />The City Council encourages the Task Force to explore the following interrelated issues: <br />• What is the current "body of knowledge" regarding the lake that can be offered to <br />lake residents and the City? <br />— Enviro.nmental regulations (e.g. noise, noxious weeds, water quality, etc.). <br />— Legal rights and responsibilities (e.g. property owners, DNR, etc.). <br />• What are the issues of lake usage, and should changes be considered (e.g. hours <br />of operation, noise restrictions, location of swimming rafts, ete.)? <br />• Should there be a no wake zone and, if so, what distance? <br />• How should Roseville's effort be coordinated with the City of Shoreview? <br />The Task Force is encouraged to access and utilize the resources of other agencies as part of the <br />fact finding mission. The Task Force also may choose to involve other members of the community <br />for information, subgroups, and other work teams as needed. <br />REPORT <br />The Task Force should complete its work by the end of February, 1997. Final presentation of the <br />report is tentatively scheduled for March, 1997. <br />TASK FORCE CHAIR <br />It is suggested the Task Force select their own chairperson. <br />STAFF ASSISTANCE <br />The staff liaison to the Task Force will be Steve North, Assistant City Manager. Steve can be <br />reached at 490-2202. <br />The City Council extends its thanks to each member of the Task Force for your willingness to <br />contribute your time and knowledge to the important issue of the use of Lake Owasso. <br />
