BACKGROUND The Lake Owasso Task Force's primary charge was to investigate and make a recommendation regarding the na wake zone (see previous Cauncil Action). The Task Force alsa explared legal, safety/enfarcement, and environment issues. As a result af �heir deliberations, the Task Farce made a series of recommendations for Cauncil consideration. POLICY OBJECTIVEa The attached resolution begins the implementation of the recommendations. 1"he �mplementation of these recommendations will: • Imprave infarmatian pravided to lake residents and users regarding Bake usage requirements. • Increase amaunt of Sheriff's Water Patrol. • Assure public participation regarding requests for activities an the lake. FINANCIAL IMPLICATIONS Ta implement the recommendatians would require expenditures far the following: •$1,152 for 1997 to pay for "supplemental law enforcement services" with Ramsey County for additional water patrol on Lake Owasso. The same amount would be included in the proposed 1998 Budget. The amaunt is one-fifth of Shoreview's agreement with the Caunty to provide $5,760 for extra patrol on five lakes. The $1,152 will provide far 36 additional haurs of patral at a cost of $32 per haur. This patrol would be scheduled on weekends between Memorial Day and Labar Day. � Possible cost to participate in the goose harvesting program in 1998. • Possible cost far assisting County with signage at the public boat launch.
