Public Works <br />includes engineering, street maintenance, street lighting, fleet maintenance, and building <br />maintenance functions. An increase in expenditures is expected due to added personnel costs including a <br />2.0% cost-of-living adjustment for employees, as well as higher supply and maintenance costs. <br />Parks and Recreation <br />includes recreation administration and programs, leisure activities, and the Skating <br />Center operation. An increase in expenditures is expected due to added personnel costs including a 2.0% <br />cost-of-living adjustment for employees.Additional increases will result from added maintenance costs <br />on new park buildings constructed in 2014and 2015. <br />Community Development <br />includes planning and economic development, code enforcement, and <br />geographic information systems. Expenditures are expected to increase due to increased staffing levelsas <br />well as a2.0% cost-of-living adjustment for employees.Higher costs associated with consulting services <br />are also impacting the budget. <br />Special Purpose <br />functions include information technology, communications, license center, lawful <br />gambling enforcement, and parksmaintenance. Staffing increases in the IT function and at the License <br />Center along with a2.0% cost-of-living adjustment for employees will result in higher costs for these <br />functions. <br />Capital Outlay <br />includes scheduled replacement purchases of vehicles and equipment (non-operating <br />budgets), as well as general infrastructure improvements.Anincrease is expected due to higher scheduled <br />capital replacements. <br />Enterprise Operations <br />includes water, sanitary sewer, storm drainage, solid waste recycling, and the <br />municipal golf course. Overall expenditures are expected to decline due to lower scheduled capital <br />replacements as well as a decline in water purchases and wastewater treatment costs. <br />Debt Service <br />includes the principal and interest paid on bonds used to finance infrastructure and facility <br />improvement projects.Adecrease is expected in 2016, due to the retirement of street improvement bonds. <br />TIF Pay-as-you-Go <br />refers to tax increment paid to developers as specified in Tax Increment Financing <br />(TIF) agreements between the City and various developers.A decrease is expected in 2016 due to an <br />expiring TIF obligation. <br />Trust Operations <br />includes funds set asideto maintain aCity-owned Cemetery.
