<br />Personal Services
<br />includes the wage, benefit, and insurance costs of employees. For 2016,personnel
<br />costs will rise due to a 2.0% cost-of-living adjustment for employees, along with wage step increases for
<br />eligible employees.It also includes additional staffing in the ITand License Centerdivisions.
<br />Supplies and Materials
<br />include office supplies, motor fuel and vehicle supplies, clothing and protective
<br />gear, street repair materials, and salt/sand purchases. Aslight decrease in funding is expected due to lower
<br />fuel and other supply costs.
<br />Other Services and Charges
<br />include professional services, contractual maintenance and repair, utilities,
<br />memberships, inter-fund charges, and training and conferences. It also includes the costs attributable to
<br />the purchase of water from the City of St. Paul and wastewater treatment costs paid to the Met Council.
<br />A moderate increase is expected in 2016 due to higher contractual maintenance and professional services
<br />costs.
<br />Capital Outlay
<br />includes both new and scheduled replacement purchases of vehicles and equipment, water
<br />meters, and infrastructure improvements.An increase is expected due to higher scheduled capital
<br />replacements.
<br />Debt Service
<br />includes the principal and interest paid on bonds used to finance infrastructure and facility
<br />improvement projects. A decrease is expected in 2016, due to the retirement of street improvement bonds.
