<br />Division / Program Description
<br />The Operations Division encompasses all uniformed personnel and is the largest division of the Police
<br />Department. This division is on duty 24 hours per day. The division members are the most visible members
<br />of the department and are the first to respond to emergency situations. The Operation Division’s activities
<br />are accounted for in the General Fund.
<br />2018Goals and Objectives
<br />Complete initiative to provide all sworn personnel with 40-hour Crisis Intervention Training.
<br />Implement department-wide body camera program (personal recording systems).
<br />Ensure resident and visitor safety during Super Bowl 2018.
<br />Expand participation in community engagement opportunities.
<br />Increase utilization of Adopt a Speed Boardprogram to address citizen traffic concerns.
<br />Increase enforcement of Repeat Nuisance propertiesin partnership with Code Enforcement.
<br />Continue development of partnerships with major retailers and hotels.

<br />2018Budget Impact Items
<br />Personnel increases include a 2.0-2.75% cost-of-living increase for city staffand wage-step
<br />increases for eligible employees.
<br />‘Other Services & Charges’decrease is primarily due to lower dispatching costs paid to Ramsey
<br />County.
<br />2016/2017Achievements
<br />Over half of all sworn personnel trained in intensive 40-hour Crisis Intervention Training (CIT.)
<br />Created full-time police cadet position.
<br />Tested equipment, sought public input and created a policy on bodyworn cameras.
<br />Officer Pitzl honored with 2017 Presidents’ Community Partner Award for work in law enforcement
<br />mentoring program at Century College.
<br />With a goal of expanding local youth interest in the field of policing, doubled Police Explorers Program
<br />participation from 9 in 2016 to 18 in 2017.
<br />Developed a comprehensive plan to continue to facilitate safe and peaceful public assemblies.
<br />Continued grant-funded traffic details (Safe & Sober, Click It or Ticket, and Operation Nightcap).
<br />Increased engagementthrough events, presentations and programs (e.g. Imagine Roseville,ID Theft and
<br />Scam Prevention,Make a Difference,P.A.L.,Coffee with a Cop,lemonade stands, etc.).
<br />In 2017, responded to36,378 incidents (6,019traffic stops; 3,672community outreach events).
