<br />Division / Program Description
<br />The CodeEnforcement Program ensures public safety and health standards related to building
<br />construction and land use are maintained for the general welfare of the community. This provides a safer
<br />community for all citizens through proper construction methods and provides for enhanced neighborhood
<br />livability and property values. In 2017, the City expects to maintain a high level of public-encouraged
<br />redevelopment and construction in both the residential and commercial sectors.The Program’s activities
<br />are accountedfor in the Community Development Fund.

<br />Continue to improve existing procedures to increase efficiency and effectiveness.
<br />Continue to promote Accelapermitting software to provide greater access and transparency in the permitting
<br />process for numerous city departments and the general public.
<br />Provide greater opportunity for internal training to increase depth of knowledge in regards to Building Codes.

<br />2018Budget Impact Items
<br />Personnel increases include a 2.25%cost-of-living increase for city staff, and wage-step increases
<br />for eligible employees.
<br />‘Other Services & Charges’ increase due to greater plan review consulting services.
<br />Capital Outlay provides for the scheduled replacement of vehicles, and equipment which can
<br />fluctuate from year to year.
<br />2016/2017Achievements
<br />In 2017, the Department issued approximately 3,683 permits (previous five year average was 4,169)
<br />bringing in over $1,449,000 in permit revenue.
<br />In 2017, valuation of construction was over $89 million, including creation of 39 new housing units, 5 new
<br />commercial/industrial buildings, approximately 149 commercial remodels, and, over 1,177 alteration
<br />permits for residential properties.
<br />Code Enforcement staff regularly met with residents, architects and contractors to review proposed
<br />building projects.
<br />Staff interaction with residents assisted in understanding construction methods and complying with both
<br />city and state codes. For the homeowner this helped lower construction costs, avoid expensive do-overs,
<br />and, result in safer, healthy and more durable homes. For Architects and contractors the expanded use of
<br />pre-application meetings developed a good working relationship and understanding of City requirements
<br />at the beginning of projects.
