• Promote tree diversity on public and private lands, including establishment of diversity requirements as part of <br />any development of commercial or multi -unit residential property. For example, incorporate the <br />recommendations of the 2017 Capstone project and a) implement a "buddy tree" system; and b) restrict the <br />planting of trees to less than 15% of similar family, less than 10 similar genus, and less than 5% of similar <br />species for new plantings. <br />• Create policies and procedures on proper tree planting for all city installations, and promote this to residents <br />• Evaluate use of surmountable and ribbon curb with swales <br />2 Renewable Energy <br />Renewable Energy Goal 1: <br />The City of Roseville will rapidly transition to an energy system and economy that is powered by renewable clean energy, <br />obtaining a minimum of 80% of all electric energy from renewable sources by 2040 with a minimum of 50% in on-site <br />generation within the City. The City will establish interim goals every 5 to 10 years to assure City Renewable Energy levels track <br />against this primary goal and to adjust policies and strategies as needed. The City's first interim goal is to increase City -Wide <br />renewable energy sources to 40% by 2022 with 9% in on-site generation within the City. Future interim goals will be established <br />by the City at the completion of the first interim timeframe. <br />Renewable Energy Goal 2: <br />In Support of Renewable Energy Goal 1, the City of Roseville will rapidly transition the City's facilities to an energy system <br />powered by renewable clean energy, obtaining 100% of all electric energy from renewable sources by 2040 with a minimum of <br />30% in on-site generation at City properties. The City will establish interim goals every 5 to 10 years to assure City Facility <br />Renewable Energy levels track against this primary goal and to adjust policies and strategies as needed. The City's first interim <br />goal is to increase on-site renewable energy sources to GWH annually by 2022. Future interim goals will be established by <br />the City at the completion of the first interim timeframe. <br />To assist the City in establishing appropriate, realistic, and achievable Renewable Energy Goals for inclusion in the <br />Comprehensive Plan, we recommend that the City conduct a City Wide Renewable Energy Potentials Study and a City Facility <br />Renewable Energy Potentials Study. These studies should be completed prior to finalization of Comprehensive Plan goals and <br />should include: <br />• Technical Capacity within the City. <br />• Total Generation Capacity within the City. <br />• Optimized / Cost Effective Generation Capacity within the City. <br />• Market Trends and Market Capacity/ Absorption Potential within the City. <br />• Renewable Energy Economic and Business Development Potential within the City. <br />• Quantified Environmental Benefits of Renewable Energy within the City. <br />• Renewable Energy Financing Mechanisms and Funding Sources. <br />• Recommendations, Policy Strategies, and Next Steps. <br />o By (year), city will transition fleet to electric -powered vehicles and maintenance equipment, starting with <br />traditional passenger vehicles, then expanding to other types as technology matures. <br />3 Resilience <br />Resilience Goal 1: <br />The City of Roseville will conduct a Vulnerable Populations and Climate Adaptation Plan to establish short, and mid-range <br />community climate resilience goals and strategies. The City will initiate the Vulnerable Populations and Climate Adaptation Plan <br />no later than June 2018. The Study will include, as appropriate, the following components: <br />• Quantification and GIS mapping of climate vulnerable populations including: Environmental Justice communities, <br />indigenous peoples, people of color, residents with limited English capacity, unemployed and low-income residents, <br />seniors, people with disabilities, individuals with existing health conditions, children under 5, and occupational groups <br />at risk. <br />
