iD By (year), the city will ban the use of take-out containers made of polystyrene (resin #6) <br />City Finances <br />The financing of city services will be sustainable, and not rely on the use of reserves, fees, and bonding without <br />referendum. <br />iD By (year), 100% of all capital improvement program categories will be fully funded <br />iD By (year), the city will eliminate the use of reserves for operating expenses <br />iD By (year), the city will eliminate the fees in lieu of tax levy increases <br />iD By (year), the city will re -institute a policy of no expenditure over $4 million without a referendum <br />iD By (year), the city will use Port Authority bonding only with a positive referendum <br />iD By (year), the city will provide a transparent plan with initial and long term costs for all public projects <br />iD City will re-evaluate current water billing rate structure so as to incentivize water conservation <br />Transit <br />Roseville will be a city in which all residents are able to safely and efficiently accessjobs, goods, services, entertainment and <br />activity at all times and using various modes of transport. <br />iD Request Met Council to extend BRT service to Lydia and add a stop at Roselawn <br />iD Initiate some planning around a future with emerging transit technologies (e.g., autonomous vehicles) <br />iD Establish shovel ready plans for pedestrian and bike overpasses for Snelling Avenue at key crossings <br />iD Plan with MNDOT for redo of 36/51 to improve access between Har Mar and Rosedale <br />iD Plan with MNDOT to minimize traffic spillover onto residential streets during four-year 35W construction project <br />Stormwater Management <br />iD Establish 30% or greater permeable surfaces for all parking lots <br />iD Establish a policy to increase areas of green space in parking lots <br />iD Encourage and support citizen competency in water stewardship (e.g. Master Water Steward program through the <br />watershed district), and promote community/citizen-based outreach efforts at the neighborhood level. <br />Environment <br />Roseville will be a leader in employing and promoting practices that minimize waste, improve access to recycling, and <br />ensure that any waste that is produced will be managed in the most sustainable manner possible. <br />iD Continue to expand zero waste practices at all city -sponsored events. <br />iD Promote zero waste practices to all residents through city's web page. <br />iD Ban the use of take-out containers made of polystyrene (plastic resin code #6). <br />
