He described the pavement maintenance
and signal work that would occur at the intersection of Cleveland Avenue.

Member Wozniak suggested the timing at the Cleveland Avenue intersection be
adjusted.

Mr. Culver stated modifications could be made at this intersection to address the
left turn lane concerns, along with pedestrian timers. He explained the problems at
this intersection were more geometric than timing concerns.

5. Recycle Coach App
Mr. Johnson referred to the memo dated November 28, 2017. He reported Elk
River recently signed up for this new system, which was an application for phones,
tablets and computers. He commented on the importance of getting information to
residents regarding recycling and garbage pickup. He explained a Recycle Coach
App would come tailored to the City of Roseville. He reviewed the benefits of the
network and increased exposure. He provided further comment on the analytics
that would come along with the app and requested feedback on how to proceed.

Member Trainor asked who would be responsible for providing information from
the County

Mr. Johnson stated the City would be responsible for sending the initial information
for the County, along with updates. He explained the City already had this
information.

Member Trainor stated he liked the idea of the app.

Member Seigler stated he didn't like the app initially but after reading through all
of the information he did. He suggested the app have recycling reminders or alerts
along with dates when shredding occurred. He recommended the app move
forward with the free starter package and that the City not pay for additional
services until there was justification the app was being used.

Member Wozniak agreed a recycling and shredding alert would benefit residents.
However, he wasn't certain if this app was the right answer or if the City's website
was adequate.

Mr. Culver commented the City's website could only send email reminders and
these may go unseen by residents. He explained that the app would send residents
an alert to remind them of upcoming events or recycling days. He reported staff
was proposing to redo the City's website in order to be more mobile -device
friendly.
