Appendix B - Ramsey County Grant and Funding Questions <br />Do you grant us permission to quote you in our feasibility report? <br />We read that Ramsey County is committed to providing support to municipalities looking to be <br />early adopters of organics recycling programs. Can you discuss the resources and support Ramsey <br />County will provide in more detail? <br />SCORE Grant Funding — This funding is issued to Ramsey County (and other counties) by the <br />WCA (state). What criteria does Ramsey County use for determining how much money each <br />municipality receives? How much of a factor does recycling play into these criteria? <br />• Will additional funding be awarded to municipalities that partner with Ramsey County to <br />implement a drop site location in their city? <br />• What are the details of this process and how is the amount of additional funding <br />determined? <br />• Additionally, we were recently informed that Ramsey County will supply $5,000 <br />toward drop site fence/enclosure structure; would grant money be eligible for <br />municipalities to use for any amounts over the initial $5,000 to help pay for the <br />difference? <br />• Are there any restrictions on how the grant money may be used for the SCORE <br />grant (or any other grants that will follow in [his discussion); are municipalities free <br />to use the funds for items such as free bags or kitchen pails for residents, or for <br />marketing such as flyers and mailouts? <br />Are there other grants that you would suggest for Roseville/organic recycling? <br />Are you also involved with the Public Entity Affiliation Grant? If so, can you share the details of <br />that funding? For example, what are some of the deadlines and how far out does the granting <br />money get determined (annually and what month for eligibility for the following year). <br />Are there any foreseeable barriers or challenges to municipalities receiving grant funding? <br />Does each county, such as Ramsey County, typically deternme how much funding each <br />municipality within its county will receive, as they do with the SCORE grant? <br />How much assistance are you able to provide to municipalities to assist them in the application <br />process of their grant proposalfrequests? <br />Do you have data to track how many and which municipalities currently (or in the past) participate <br />in grant programs? <br />24 <br />
