WHEREAS, the City has determined and concluded that the use of the Property for an <br /> extension of the Roseville Municipal Complex presents opportunities and efficiencies which are <br /> superior to other possible sites which have been considered. <br /> WHEREAS, as a result of the need to improve the License and Passport Center, the City <br /> has determined that it would be in the best interest of the City and its taxpayers for the City to <br /> acquire the Property in order that it become a City-owned facility which could accommodate the <br /> needs of the License and Passport Center, as well as provide opportunities and efficiencies for the <br /> co-location of other city departments, facilities, and operations. <br /> WHEREAS, the future needs of the City of Roseville and the particular location of the <br /> property, in close proximity to the existing Roseville Municipal Complex,have led the City staff <br /> to conclude that the acquisition of the Property by the City of Roseville is the best option for <br /> consolidation of the municipal based needs in one centrally located property, adjacent to the <br /> current City Hall campus. <br /> NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Roseville, <br /> MN, as follows; <br /> 1. The Roseville City Council hereby determines that it is in the public interest <br /> and in the best interest in the City of Roseville to acquire the Property as a location for an <br /> improved License and Passport Center as well as to meet other municipal space needs and <br /> to provide a location for municipal activities and programs which will be enhanced by <br /> being located in close proximity to the current Roseville Municipal Campus. <br /> 2. In order to allow the City of Roseville the maximum flexibility in fully and <br /> efficiently using the Property for municipal purposes, the City Council hereby determines <br /> that it is necessary and in the public interest for the City of Roseville to acquire the fee <br /> simple interest in the Property, and to proceed pursuant to Minn. Stat. § 117.042 to acquire <br /> the fee simple title to the Property. <br /> 3. For the reasons set forth herein,the City Council hereby directs and <br /> authorizes the City Attorney to undertake all actions and to do all things necessary and <br /> required for the City to acquire the fee simple interest in the Property, and if necessary, to <br /> acquire the Property through the use of the City's power of eminent domain, acting at all <br /> times pursuant to Minnesota Statutes Chapter 117. <br /> 4. Minnesota Statutes Section 117.52 authorizes an acquiring authority as a <br /> cost of acquisition, to provide relocation assistance, services, payments, and benefits to <br /> any person displaced by a public project. To assist the City in providing such relocation <br /> as is required by the statute,the City Council hereby authorizes the City Manager and staff <br /> to enter into a contract on behalf of the City, to provide all appropriate relocation <br /> assistance and services to any persons displaced as a direct result of the City's acquisition <br /> of the Property. <br /> 2 <br /> 82490140 <br />
