WHEREAS, the City has determined and concluded that the use of the Property for an extension of the Roseville Municipal Complex presents opportunities and efficiencies which are superior to other possible sites which have been considered. WHEREAS, as a result of the need to improve the License and Passport Center, the City has determined that it would be in the best interest of the City and its taxpayers for the City to acquire the Property in order that it become a City-owned facility which could accommodate the needs of the License and Passport Center, as well as provide opportunities and efficiencies for the co-location of other city departments, facilities, and operations. WHEREAS, the future needs of the City of Roseville and the particular location of the property, in close proximity to the existing Roseville Municipal Complex,have led the City staff to conclude that the acquisition of the Property by the City of Roseville is the best option for consolidation of the municipal based needs in one centrally located property, adjacent to the current City Hall campus. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Roseville, MN, as follows; 1. The Roseville City Council hereby determines that it is in the public interest and in the best interest in the City of Roseville to acquire the Property as a location for an improved License and Passport Center as well as to meet other municipal space needs and to provide a location for municipal activities and programs which will be enhanced by being located in close proximity to the current Roseville Municipal Campus. 2. In order to allow the City of Roseville the maximum flexibility in fully and efficiently using the Property for municipal purposes, the City Council hereby determines that it is necessary and in the public interest for the City of Roseville to acquire the fee simple interest in the Property, and to proceed pursuant to Minn. Stat. § 117.042 to acquire the fee simple title to the Property. 3. For the reasons set forth herein,the City Council hereby directs and authorizes the City Attorney to undertake all actions and to do all things necessary and required for the City to acquire the fee simple interest in the Property, and if necessary, to acquire the Property through the use of the City's power of eminent domain, acting at all times pursuant to Minnesota Statutes Chapter 117. 4. Minnesota Statutes Section 117.52 authorizes an acquiring authority as a cost of acquisition, to provide relocation assistance, services, payments, and benefits to any person displaced by a public project. To assist the City in providing such relocation as is required by the statute,the City Council hereby authorizes the City Manager and staff to enter into a contract on behalf of the City, to provide all appropriate relocation assistance and services to any persons displaced as a direct result of the City's acquisition of the Property. 2 82490140
