EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota was duly held on the 12a' day of February 2018, at 6:00 <br /> p.m. <br /> The following members were present: Willmus, Etten, McGehee and Mayor Roe. <br /> and the following were absent: Laliberte. <br /> Member Willmus introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 11496 <br /> RESOLUTION IN SUPPORT OF LEGISLATION THAT REMOVES THE RESTRICTION <br /> ON CO-LOCATION OF BOTH A COCKTAIL ROOM AND TAPROOM ON THE SAME <br /> PREMISE <br /> WHEREAS,the State of Minnesota licenses microdistilleries to provide samples of distilled spirits <br /> manufactured on-site. Cities may in addition license a state-licensed distillery to operate a"cocktail <br /> room,"; and <br /> WHEREAS,the microdistillery cocktail room license authorizes the on-sale of distilled liquor <br /> produced by the distiller for consumption on the premises of or adjacent to one distillery location <br /> owned by the distiller; and <br /> WHEREAS,this license is only available to those distilleries licensed as microdistilleries and a <br /> microdistillery may not operate a cocktail room if less than 50 percent of the annual production of <br /> the licensee is processed and distilled on the premises of the microdistillery; and <br /> WHEREAS,no single business is allowed to hold both a cocktail room license and a taproom <br /> license, nor can a single location hold both; and <br /> WHEREAS, Bent Brewstillery is a microdistillery located in the City of Roseville and currently <br /> holds a taproom license and has indicated their desire to have a cocktail room license to allow for <br /> spirits that are distilled on-site to be sold at their current tap room; and <br /> WHEREAS, legislation was introduced as HF 2128 and SF 1752 that removes the restriction <br /> contained in Minnesota Statutes 2016, Section 340A.22(2)prohibiting colocation of a taproom and <br /> cocktail room. <br /> Page 1 of 3 <br />
