Regular City Council Meeting <br /> Monday, January 29,2018 <br /> Page 3 <br /> Councilmember McGehee asked about the necessity of the drive-thru aspect of <br /> this Portillo's location. She also asked for additional details about the restaurant <br /> itself. <br /> In response to the questions, Mr. Trudgeon explained Portillo's has a standard <br /> drive-through feature on its locations. He asked if a representative of the appli- <br /> cant could share anything additional. <br /> Will Matzek, Kimley Horn, the engineer on the project, stated this is the third <br /> proposed Portillo's restaurant in the Twin Cities area. There are two other restau- <br /> rants currently; one is in Woodbury and the other location is Maple Grove. He <br /> explained that this restaurant is 7,500 square feet. Portillo's is known for hot <br /> dogs, Italian beef, and chocolate cake. The proposed drive-through is a signifi- <br /> cant component of the Portillo's business, and they are considered best-in-class <br /> from a drive-through perspective. The sites have attendantsthat are out on the <br /> site taking orders from the drive-through. He added that there is a lot of stacking <br /> room for customers in the drive-through as well as sufficient parking for custom- <br /> ers eating in. <br /> Councilmember McGehee asked about the location of the Woodbury restaurant. <br /> Wendy Hunter, Hunter Development, responded that the Woodbury location is in <br /> an outlot, associated with a sports store. <br /> Willmus moved, Laliberte seconded, approval of the Preliminary Plat of Rosedale <br /> Center Sixth Addition for the creation of an additional lot at 1700 County Road <br /> B2 (PF17-022), as presented in the staff report and subject to the provision of <br /> park dedication in the amount of$79,596. <br /> Council Discussion <br /> Members Willmus and Laliberte expressed support for the proposal and the res- <br /> taurant. <br /> Councilmember McGehee expressed opposition to the proposal, citing traffic <br /> problems in the Rosedale area which will only be exacerbated by an additional <br /> restaurant in this location. She is particularly opposed to the drive-thru compo- <br /> nent. She recalled that many constituents do not want more chain fast-food res- <br /> taurants. <br /> Roll Call <br /> Ayes: Laliberte, Willmus, Etten, and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br />
