Consider a Request by Hunter Development Group, in Conjunction with <br /> Property Owner, JC Penney Properties, Inc., for Approval of a Drive- <br /> Through as a CONDITIONAL USE at County Road B2 and Fairview Ave- <br /> nue (PF17-023) <br /> City Manager Trudgeon provided an overview of the request for the drive-through <br /> for the new Portillo's restaurant, as just discussed in the agenda item above. <br /> Willmus moved, Laliberte seconded, adoption of Resolution No. 11484 (Attach- <br /> ment F) entitled, "A Resolution Approving a Conditional Use Pursuant to <br /> 1009.02.0 and 1009.02.D.12 of the City Code for Portillos Restaurant at County <br /> Road B2 and Fairview Avenue (PF17-020)," based on the comments, findings, <br /> and conditions stated as part of the staff report. <br /> Council Discussion <br /> Councilmember Willmus stated Portillo's is a unique franchise, one of only three <br /> locations currently proposed for the Twin Cities, The Council has previously ap- <br /> proved drive-throughs, and this is a great location to have one. He noted it does <br /> not impact single-family residents. <br /> Councilmember Laliberte concurred with Councilmember Willmus' comments. <br /> She also thanked the Planning Commission for its discussion of the proposal and <br /> in setting up the conditions. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Mayor Roe added that this is a chain out of the Chicago area, and one thing Portil- <br /> lo's is known for is its effective and efficient drive-through. It is a well-oiled ma- <br /> chine. He understands traffic concerns,but this part of the community is designed <br /> to be a retail area, and he is confident it can handle the traffic. He also suggested <br /> that creative signage and attractive fencing would be very welcome at this high- <br /> visibility site. <br /> Roll Call <br /> Ayes: Laliberte, Willmus, Etten, and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br /> g. Receive Pay Equity Report <br /> City Manager Trudgeon presented an overview of the 2017 Pay Equity Report, <br /> noting Assistant City Manager Olson has sent an email with supplemental infor- <br /> mation and clarification. He summarized that the City is in compliance with the <br /> State requirements. He noted that the figure of 85% is the biggest disparity the <br /> City has, in one particular class. He clarified that overall, the City is at 97.62% in <br />
