The Met Council and the State use bonding,but they do it for a different <br /> reason and Roseville is not in that position. He pushed back on this notion that <br /> the Council is not taking a long-term view or that things are not being done cor- <br /> rectly. <br /> Councilmember Willmus gave credit to the Public Works staff for their work over <br /> the years and commented the City is well ahead of the game, when measured <br /> against some of the peers. He echoed Mayor Roe's comments with regard to debt <br /> service of maintenance-related items. <br /> Councilmember McGehee expressed support for the Public Works staff, and clari- <br /> fied that the City has been remiss for a long time with regard to some of these <br /> projects now undertaken. The Council has done a lot of in terms of its parks and <br /> fire station, but the same attention has not been paid to infrastructure needs and <br /> repairs. She also clarified that she is not asking residents to pay more; but it is a <br /> matter of priorities and she knows that Public Works is a huge priority for resi- <br /> dents. She agreed with digging up the ponds and making them work. She ques- <br /> tioned the ongoing expenditures that are needed to get the job done right and the <br /> competition for that money with other projects coming forward. She concluded <br /> by commending the Public Works staff for their hard work. <br /> Roll Call <br /> Ayes: Laliberte, McGehee,Willmus, Etten, and Roe. <br /> Nays: None. <br /> 7. Business Items <br /> a. Consider a Comprehensive Land Use Plan Map Change for 2030 County <br /> Road D (PF17-019) <br /> City Planner Paschke presented an overview of the request to change the guiding <br /> of 2030 County Road D, owned by Gunnar Pettersen, from Neighborhood Busi- <br /> ness to Low-Density Residential, noting the Planning Commission recommended <br /> approval of the request. <br /> Mayor Roe summarized that this Council consideration is the first step, which is <br /> the Comprehensive Land Use map change, which has to go through the Met <br /> Council,before it comes back to the Council for rezoning. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> McGehee moved, Etten seconded, adoption of Resolution No. 11485 (Attachment <br /> E) entitled, "A Resolution Approving an Amendment to the Comprehensive Plan <br /> Land Use Map Designation from Neighborhood Business (NB) to Low Density <br /> Residential (LR) for Property Located at 2030 County Road D (PF17-019)," sub- <br /> ject to Metropolitan Council review and approval." <br />
