Approve Minutes Comments and corrections to draft minutes had been submitted by the City Council prior to tonight's meeting and those revisions were incorporated into the draft presented in the Council packet a. Approve December 11,2017 City Council Meeting Minutes Etten moved, Willmus seconded, approval of the December 11, 2017 City Coun- cil Meeting Minutes as amended. Corrections • Page 7,Line 23 (Roe) Correct"verses"to "versus" Roll Call Ayes: Laliberte, Willmus, Etten, and Roe. Nays: None. Abstentions: McGehee. Motion carried. Councilmember McGehee thanked the Mayor for allowing her comments into the discus- sion during the meeting. Mayor Roe stated if any Councilmember wants to add their thoughts when missing a meeting,he is happy to summarize and include those. 9. Approve Consent Agenda At the request of Mayor Roe, City Manager Trudgeon briefly reviewed those items being considered under the Consent Agenda; and as detailed in specific Requests for Council Action(RCA) dated January 8, 2018 and related attachments. Mayor Roe suggested staff look at passing along utility usage rate savings to users rather than using usage rates to partially pay for capital needs, contrary to City policy. Councilmember McGehee stated she would like to bring up conservation in the future as well. a. Approve General Purchases or Sale of Surplus Items Exceeding$5,000 McGehee moved, Etten seconded, approval of general purchases or sale of sur- plus items as noted in the RCA and Attachment A entitled, "General Purchases or Contracts" and Attachment B, entitled "2018 CIP Purchase Summary," January 8, 2018.
