Regular City Council Meeting <br /> Monday, December 11, 2017 <br /> Page 5 <br /> in careful review and timing adjustments to their specific CIP needs going for- <br /> ward especially over the next five years and alleviating some of those immediate <br /> issues. <br /> Councilmember Willmus expressed appreciation for the various options present- <br /> ed, whether two- or three-year approaches; opining that this proposed action made <br /> the most sense and was realistic in having this City Council able to be vested in <br /> and have control over the 2019 budget as well from that aspect. Councilmember <br /> Willmus clarified that he didn't disagree with Councilmember Laliberte's con- <br /> cerns, and expressed his hope that in going forward, staff and City Councils <br /> would continue to review and allocate CIP needs as they change. Also, as men- <br /> tioned at previous discussions, Councilmember Willmus indicated his interest in <br /> staff, under the direction and discretion of City Manager Trudgeon, keeping an <br /> eye on operational aspects of governing and serving the community in the most <br /> responsive way possible for Roseville taxpayers. <br /> r Mayor Roe shared the comments received from Councilmember McGehee prior <br /> to tonight's meeting and in her absence, noted her support for the not-to-exceed <br /> preliminary levy approved in September; and also her support for use of the full <br /> $580,000 applied to CIP as per her past support to address those needs as quickly <br /> as possible. <br /> Roll Call <br /> Ayes: Willmus, Etten and Roe. <br /> Nays: Laliberte. <br /> Motion carried. <br /> Etten moved, Willmus seconded, adoption of Resolution No. 11473 (Attach- <br /> ment A) entitled, "Resolution Submitting the Final Property Tax Levy on <br /> Real Estate to the Ramsey County Auditor for the Fiscal Year of 2018;" as <br /> amended providing for $17,350,505 for programs and services, debt service re- <br /> maining at $3,330,000 (including CIP funding) for a total 2018 tax levy of <br /> $20,680,505. <br /> Roll Call <br /> Ayes: Willmus, Etten and Roe. <br /> Nays: Laliberte. <br /> Motion carried. <br /> Etten moved, Willmus seconded, adoption of Resolution No. 11474 (Attach- <br /> ment B) entitled, "Resolution Directing the County Auditor to Adjust the <br /> Approved Tax Levy for 2018 Bonded Debt;" as presented. <br /> Roll Call. <br /> Ayes: Willmus, Laliberte, Etten and Roe. <br /> Nays: None. <br />
