Considering that Roseville is on the brink of achieving Step 3 status, and that <br />further progress to Steps 4 and 5 requires tracking and demonstrating progress on <br />various metrics, it makes sense to pursue three -star level and include metrics reporting <br />in the initial purview of the committee. Even if the official star rating for BP 24.1 is two <br />or even one, the star level can be upgraded later as the green team matures and settles <br />into its role in the city, but if the metrics reporting mechanism is established from the <br />beginning, the work of Step 3 and Step 4 will be easier to organize and accomplish. The <br />question of including community members in the group is also open to the <br />consideration of whoever will be leading the team. It may be easier to begin with only <br />city staff members, who may be familiar working together, and later include <br />community members if the city wants to upgrade to 3 -star level or if it is simply the <br />natural progression. <br />Completing action 24.2 will likely be the first project for the green team once it <br />has been established. The organization of goals and measurable outcomes should not <br />only consider the requirements of the best practice, but also the upcoming work of <br />metrics monitoring and reporting of Steps 3 and 4. Like the GreenStep progress report <br />required in 24.1, the goals and outcomes developed by the green team should be <br />reviewed annually and published for the public. There are a number of resources <br />available as a template for this report, including the attached document from the <br />GreenStep Cities website, referred to as a city Performance Management Report. <br />Following this template will delineate sustainability goals and outcomes derived from <br />existing plans in the city such as the comprehensive plan, parks plan, transportation <br />plan, energy plan, etc., and will achieve 1 -star level. Further identifying specific steps <br />from city departments to improve performance or meet goals will earn 2 -star level. <br />Incorporating this reporting explicitly into the city capital improvement planning <br />process and identifying how public dollars are targeted toward meeting sustainability <br />goals will achieve 3 -star level. <br />The other actions of this best practice, 24.3-24.6, provide other ways to engage <br />the community in sustainable initiatives. Action 24.3 will almost certainly be completed <br />by default through the sustainability report published by the green team, and can be <br />completed at a 3 -star level by committing to measuring and annually reporting on <br />broad sustainability indicators, which must be done through Step 3 and 4 anyway. <br />Actions 24.4 and 24.5 describe two approaches to sustainability education and action <br />campaigns for the community, the former designed and administered by the city, and <br />the latter though one of several established frameworks such as Strong Towns.
