Regular City Council Meeting <br /> Monday, February 12, 2018 <br /> Page 13 <br /> Mr. Bowman asked about question 98 about where residents obtain news: <br /> 98. What is your primary source of information about the City of Ro- <br /> seville? <br /> The Council decided to leave the question in and add an option for social media. <br /> Mr. Bowman then asked about question 109, which includes the now-defunct <br /> "Speak Up Roseville" as a social media option. It was decided to change it to a <br /> more generic"other social media." <br /> Councilmember Willmus recalled the 2014 survey had a question pertaining to <br /> organized collection. He would be interested in keeping the question consistent in <br /> order to gauge a particular response rate. <br /> Councilmember McGehee noted the question asked whether the City should pick <br /> a trash hauler. <br /> Councilmember Willmus stated there are different models. There is the option of <br /> breaking City into zones, and there is the option of zoning the whole City with <br /> one hauler. Economics of scale means if there is one hauler City-wide, there will <br /> be a savings over what is seen with a consortium model. That has happened with <br /> other communities. <br /> Councilmember McGehee suggested even if the City went to organized hauling, <br /> she would not support a single hauler. Even with a lower cost, it would impact <br /> smaller haulers and impede their ability to make a living. <br /> The Council discussed how to approach this question of asking residents whether <br /> they favor changing the trash hauler system. <br /> Councilmember McGehee noted many residents in the community feel strongly <br /> about the livelihood of their particular hauler. <br /> Councilmember Willmus commented that the response to any type of organized <br /> collection has been general opposition. He would like to see if that sentiment is <br /> changing over time. <br /> Councilmember Etten noted people support one model over another for different <br /> reasons. <br /> Mayor Roe suggested one question with four options: do you prefer (1) the open <br /> hauling model (the current model); (2) single hauler for the City; (3) zoned haul- <br /> ers; (4) don't know/don't care. <br />
