Regular City Council Meeting <br /> Monday, February 12, 2018 <br /> Page 14 <br /> Mr. Bowman suggested asking Morris Leatherman for their opinions on this is- <br /> sue, with staff returning with feedback for the Council. <br /> Councilmember McGehee suggested that numbers 6 and 8 do not matter much: <br /> 6. All in all, do you think things in Roseville are generally headed in <br /> the right direction, or do you feel things are off on the wrong track? <br /> 8. How would you rate the sense of community identity among resi- <br /> dents in Roseville—would you say it is very strong, somewhat strong, <br /> not too strong, or not at all strong? <br /> Mayor Roe noted that the right track/wrong track is a very common question. <br /> Councilmember McGehee asked if questions could be crafted to ask residents to <br /> assign priorities among all the City departments. <br /> Mayor Roe responded that questions 35 through 42 ask residents to rank the <br /> quality of service for the various City departments. <br /> Councilmember Willmus stated that absent some educational component, it <br /> comes back to emergency services. Knowing the interconnection between all the <br /> departments, such a question might be misdirecting the residents. <br /> Councilmember McGehee stated questions 35 through 42 are heavily weighted <br /> towards emergency services. She would like to see a question that is broader and <br /> more general, where people are asked about the priorities of the City services. <br /> Mayor Roe asked whether there is a question about perceived value of services. <br /> Mr. Bowman responded there is a question related to whether tax increases would <br /> be acceptable to maintain the level of services. <br /> Councilmember McGehee stated the objective of such a question is how to estab- <br /> lish the City's priorities. Some people might value Parks and Rec over the Police <br /> Department, or the Police Department over Public Works. <br /> Councilmember Etten stated he is not sure that type of question would be helpful. <br /> Community Development, for example, has been an important priority for the <br /> City, and yet most people would not know that department does or why it is im- <br /> portant. <br /> Mr. Bowman recapped that he will work drafting the new questions along with <br /> the assistance of Morris Leatherman. <br />
