Regular City Council Meeting <br /> Monday, February 12,2018 <br /> Page 3 <br /> Mayor Roe summarized the City currently holds an on-sale 3.2 non-intoxicating <br /> license. That will remain in effect. This license allows for stronger beer and wine, <br /> but still does not allow the sale of other hard liquors. <br /> Mr. Miller concurred that is correct. <br /> Mayor Roe opened and closed the public hearing at approximately 6:40 p.m. with <br /> no one appearing for or against. <br /> Willmus moved, Roe seconded, approval City of Roseville dba Cedarholm Golf <br /> Course's request for an On-Sale Wine License located at 2323 Hamline Ave. <br /> Council Discussion <br /> Councilmember Willmus stated this step brings the City into alignment with what <br /> is happening at the Skating Center and provides an opportunity for weddings and <br /> receptions, and it also ties in well with some of the conversations that went on <br /> with the planning process. <br /> Councilmember McGehee commented this license turns a recreational facility-in- <br /> to a pub. The Golf Course is used by seniors and people who take grandchildren <br /> and other young people, and it is not an aggressive course. A caterer for special <br /> events, like the Skating Center, is fine. But the City should not create this sort of <br /> environment where this becomes a place to have a glass of wine after work and <br /> hang out. <br /> President Roe expressed support for the motion and noted this is not out of line <br /> with what other metro golf courses are doing. The City is not offering hard alco- <br /> hol and is still subject to requirements about serving obviously intoxicated people <br /> and underage people. This is an opportunity to lead by example in this area. The <br /> City of Roseville has had one violation, that he can recall, due to the service of a <br /> minor during the last 11 years of his service on the Council. The City was as- <br /> sessed the penalty. <br /> Roll Call <br /> Ayes: Willmus and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br /> C. Presentation by Northeast Youth and Family Services <br /> Jerry Hromatka, Executive Director of Northeast Youth and Family Services <br /> (NYFS),provided a presentation of the organization's priorities and activities. He <br /> thanked the City of Roseville for its continued partnership. The NYFS Board has <br /> a budget of$3.3 million, which has leveled off over the past few years.
