Regular City Council Meeting <br /> Monday, February 12, 2018 <br /> Page 2 <br /> McGehee moved, Willmus seconded, approval of Lake Owasso Safe Boating As- <br /> sociation's request for a permit from the 16 Ramsey County Sheriff for a water <br /> ski course on Lake Owasso for the 2018 season <br /> Roll Call <br /> Ayes: Willmus, McGehee and Roe. <br /> Nays: None. <br /> City Manager Trudgeon asked whether the Council would like to continue with <br /> these annual check-ins. <br /> The Council concurred it would like to continue with annual check-ins for the <br /> permit renewal. <br /> b. Public Hearing to Approve/Deny an On-sale Wine for the City of Roseville <br /> dba Cedarholm Golf Course located at 2323 Hamline Ave <br /> Finance Director Miller briefly highlighted this item as detailed in the RCA and <br /> related attachments dated February 12, 2018. He noted all necessary background <br /> checks have been completed, and the completed application is in the Council <br /> packet, and staff recommends approval. <br /> Councilmember McGehee asked whether this license operates the same as the <br /> Skating Center. <br /> Mr. Miller explained it allows the City to sell wine and strong beer during hours <br /> of operation. It expands what the City can currently do right now. The separate <br /> ordinance passed at the last meeting allows the City to do what the Skating Cen- <br /> ter can currently do, such as bringing in a caterer and provide full bar service for <br /> special events. <br /> Councilmember McGehee asked the City Attorney if the City is responsible for <br /> anything that would happen to an intoxicated patron driving home. <br /> City Attorney Gaughan explained the City would become a license holder; it is <br /> not true that the City is responsible to anything that happens. The City would be <br /> held responsible for serving obviously intoxicated patrons. Also, if an illegal sale <br /> occurred, there would be potential liability at that point. <br /> Councilmember McGehee asked what would happen if someone is drinking and <br /> then they drive home and there is an accident. <br /> Mr. Gaughan stated the city would be held responsible regarding serving to obvi- <br /> ously intoxicated patrons. If an illegal sale occurred, there would be potential lia- <br /> bility at that point. <br />
