To:Parks and Recreation Commission <br />From:Lonnie Brokke <br />Date:December 27, 2017 <br />Re:Notes for Commission Meeting onTuesday, January 2, 2017 <br />Introductions <br />1. <br />Public Comment Invited <br />2. <br />3.Approval of Minutes of the December 5,2017Meeting <br />Enclosed is a copy of the minutes ofDecember 5, 2017.Please be prepared to <br />approve/amend. <br />RequestedCommissionAction:Approve/amendmeeting minutes of December 5, 2017 <br />4.Park Dedication JC Penney Outlot <br />Enclosed is a letter and a site map regarding a proposed project at Rosedale Mall on the <br />JC Penney property just west of the mall. The proposal is to split off and create one new <br />1.285-acre lot for a Portillos Hot Dog business. <br />The project qualifies for Park Dedication. The cash amount would be approximately <br />$79,596(10% of the FMV).The land amount would be 5% of 1.285 acres or .06 acre. <br />Included in your packet for guidance is a copy of the Park Dedication Ordinance and <br />documentsfrom the Parks and Recreation System MasterPlan on Parks and Open Space <br />acquisition. <br />The primary role of the Commission is to review and make a recommendationon whether <br />to accept land, cash or a combination. <br />Requested Commission Action: <br />To discuss and make a recommendation to accept land, <br />cash or a combination to satisfy the Park Dedication requirements. <br />Master Plan/Comprehensive Plan Chapter Review <br />5. <br />The Parks and Recreation System Master Plan Goals and Policies are in the review stage <br />as part of a more than yearlong process to update the City Comprehensive Plan.This is a <br />review of the current Parks and Recreation System Master Planand will eventually <br />substitute those currently in the Parks, Open Space and Recreation Section in the <br />Comprehensive Plan. <br />In October 2017, you saw a final draft of the Goals and Policies after several review <br />meetings in 2017 and were comfortable to move them back to the consultant to finalize. <br />Enclosed is an introduction and narrative of the Goals and Policies for an anticipatedfinal <br />reviewof all the work prior to it moving to the City Council. <br />A reminder that the Goals and Policies weredeveloped by the Community,relatively recent <br />and adopted by the City Council in 2010 as part of the Parks and Recreation System <br />Master Plan update. <br />Requested Commission Action: Final review and recommendation of the Parks and <br />Recreation System Master Plan Goals and Policies including the introduction. <br /> <br />
