The
85
constellation system provides each neighborhood with the
86
opportunities it needs or makes them available within easy walking
87
distance.
88
Map.
89
o
Where can I find out more about it?
90
o
91
Financial Programs, Plans, and Reporting that Impact Parks &
92
Recreation
93
94
CIP (Capital Improvement Plan)
95
What is it?
A Capital Improvement Plan (CIP) is a short-range
96
o
plan, usually four to ten years, which identifies capital projects and
97
equipment purchases, provides a planning schedule and identifies
98
options for financing the plan. The Roseville CIP extends to 20
99
years. (Why?) Essentially, the plan links the Roseville
100
municipality, its school district, parks and recreation department
101
and other local government entities with the City comprehensive
102
planand with each entity's annualbudget. CIP funds are used for
103
structural improvement or replacement of capital assets only.
104
Why is it important? Each department tracks the
113
capital assets under its control, providing data on the current
114
condition, history of repairs, and expected life span of the asset.
115
This data is necessary to feed into and develop the Capital
116
Improvement Plan (CIP), which allows the Departments and the
117
City to better predict the upcoming costs of maintaining assets over
118
the short and long term.
119
Parks and Recreation Primer draft January 23, 2018
10
