Regular City Council Meeting <br /> Monday,March 12,2018 <br /> Page 10 <br /> Mr. Slack reviewed the three groups who have been involved in the planning to <br /> date. Three individual pop-up meetings were held, one focused in each communi- <br /> ty. Three public workshops were also held that were fairly well attended. A lot <br /> of interviews with property owners and developers also contributed to the process. <br /> There was a dual-track planning process with the ULI that aligned with the rec- <br /> ommendations developed by Roseville. After about three days of having intense <br /> conversations in the community, the ULI folks reinforced what staff and consult- <br /> ants had already gathered and confirmed its recommendations. <br /> Mr. Slack noted that in the process, design principles were identified. A design <br /> concept was developed, all of which are included in the documents. Every time a <br /> recommendation was made, the original principles were referenced to be sure the <br /> recommendations were staying close to the vision. <br /> Mr. Slack then highlighted the four components of the framework plan: <br /> • Public realm and open space <br /> • Redevelopment and reinvestment <br /> • Movement and access <br /> • Character and built form <br /> Mr. Slack continued that in this planning process, the goal was to simplify a lot of <br /> conversations and translate them into "big ideas," because of the amount of input <br /> received: <br /> • connecting the gateway and the lake; <br /> • enhancing the public realm,to create a safer environment for pedestrians; <br /> • creating a Marion Greenway; <br /> • tame the streets; <br /> • make it walkable(safe crossings at reasonable intervals) <br /> • create a park at the heart. <br /> Public Realm and Open Space <br /> Mr. Slack continued that a lot of feedback was given regarding creating family- <br /> friendly gathering spaces at Lake McCarron's Regional Park, including: picnic <br /> benches, shelters that can be rented, access to the lake, fishing areas, and add pro- <br /> gramming to the park. <br /> Redevelopment Sites <br /> Mr. Slack noted that the vision document guides the potential for what various re- <br /> developments might be, should property transition into different hands. The rec- <br /> ommendations in the document could be applied to any site, even those not identi- <br /> fied in the graphic. But the document does identify key sites: <br /> • Margolis Nursery Site: specifically, new residential units of different <br /> types (high-, medium-, and low-density); <br />
