Regular City Council Meeting <br /> Monday,March 12,2018 <br /> Page 11 <br /> • Lake McCarron's site: the connection where Marion currently ends as an <br /> ideal location for senior housing near the lake; <br /> • Waterworks site: a unique location building off community gardens; cre- <br /> ating some farmer's market structure, so people could live, work and sell <br /> in this area; • <br /> • Crown Plaza: the concept creates smaller blocks more focused in on cre- <br /> ating more of a neighborhood scale; mixed use would be pushed out to the <br /> corner, and residential use as it gets closer to the creek; <br /> • Setzer's Site: there is a recently built commercial building on the corner; <br /> there is a lot of opportunity to work around buildings that are supportive <br /> with the overall framework; the document shows a new way to create <br /> mixed use on the site, and a new east-west green space connection; with <br /> 50% of residents owning one car and 27% not owning a car, walkability is <br /> a key priority in this area; <br /> • My.Thrift Store Site: the concept plan looks at a wholesale change, rein • <br /> - <br /> forcing the street edge, creating more activity at the street level, creating a <br /> public space in the parking lot on the Rice Street edge; another option is a <br /> greater mix of housing with enhanced connectivity; <br /> • Longs Auto Place Site: potentially a space for community gather- <br /> ing/community center; it is a strong link to Rice Street as well as the mag- <br /> net school; <br /> • Larpenteur Avenue, west of Rice: converting from four to three lanes; <br /> center medians where feasible; potentially closing driveways in certain ar- <br /> eas to create safer crossing for kids at the magnet school; <br /> • Rice and Larpenteur Avenue: the County has identified it will reconstruct <br /> south of Larpenteur, from Maryland to Larpenteur; a long-term project is <br /> the reconstruction of Rice Street north of Larpenteur; converting center <br /> turn lane into a center median, providing landscaping and public art; tak- <br /> ing the shoulder and adding that to the sidewalk area; <br /> • Rice and McCarron's Blvd: the Dairy Queen currently has 3 driveways; <br /> there is a 100-foot right-of-way, which can be transformed into a park-like <br /> setting with a median; <br /> Short-Term Plan Recommendations <br /> • Adopt this into Roseville's Comp Plan <br /> Mr. Slack noted that St. Paul will be removing certain pieces and adopting <br /> a lot of it. Maplewood will probably be adopting all of it. <br /> • Creative Rice-Larpenteur Development Collaborative <br /> The idea is this will focus on improvements along the corridor and talking <br /> to private and public funders in the area. <br /> • Develop a Public Gathering Space at the SW corner of Rice- <br /> Larpenteur <br /> In the short-term, this means activating people to get out and meet their <br /> neighbors. <br />
