Regular City Council Meeting <br /> Monday, March 12,2018 <br /> Page 8 <br /> Councilmember Willmus asked whether Auto Dealers' transactions can be pro- <br /> cessed at a different time, outside office hours. <br /> Mr. Miller responded affirmatively. <br /> Councilmember Willmus stated this is similar to the conversation had two years <br /> ago. <br /> Mr. Miller suggested staff can look into it further. Right now, the City is sharing <br /> within the work day. If there is nobody on the passport side, those passport staff <br /> can do Auto Dealers' transactions. If those Auto Dealers' transactions are moved <br /> to a different time, those Passport people might be waiting for people to come in. <br /> Likewise, when the Auto Dealers are there during the day, they can go back up to <br /> the Motor Vehicle side and start doing tabs or fishing licenses. That would be lost <br /> if it was moved to a different shift. <br /> Councilmember Laliberte expressed support for the new organizational chart. <br /> However, there is always opportunity to continue to look at how staff is doing <br /> things. <br /> Mr. Miller stated the staff has had to completely change the approach due to <br /> MNLARS. Staff is still trying to navigate how to use the new system. It has tri- <br /> pled the amount of time required to process these transactions. <br /> Councilmember Willmus stated part of this is gearing up to help with an issue <br /> with MNLARS, and at some point, that will be rectified. He wondered whether <br /> there is a point in the future where there might not be a need for this number of <br /> FTE's. <br /> Mr. Miller responded that what is driving this is how many transactions are being <br /> processed. If online transactions increase this could change. As the staff be- <br /> comes more efficient in working with the system, there will be an opportunity to <br /> right-size the staffing levels as there are retirements and attrition in the next few <br /> years. <br /> McGehee moved, Etten seconded, approval of the newly created positions and au- <br /> thorized staff to begin the process of recruiting and filling the newly created posi- <br /> tions(Attachment A). <br /> Council Discussion <br /> Councilmember McGhee expressed support for the proposed change. <br /> Councilmember Etten expressed appreciation for staff's work on the flow chart <br /> and report. <br />
