Regular City Council Meeting <br /> Monday,March 12,2018 <br /> Page 7 <br /> Finance Director Miller briefly highlighted this item as detailed in the RCA and <br /> related attachments dated March 12, 2018. With a retirement happening next <br /> month, staff is proposing a big change of having a single manager of the facility, <br /> whereas right now two people are in charge. In conjunction with this change, <br /> staff would like to create a Motor Vehicle Supervisor Position. This would allow <br /> for better supervision and better control over the distinct functions happening at <br /> the License Center. <br /> Mayor Roe asked Mr. Miller to go through the organizational structures as well as <br /> the employee count impacts on pages 2 and 3. <br /> Mr. Miller displayed the current organizational structure and the proposed organi- <br /> zational structure. In 2006, the Federal Government required a Passport and Auto <br /> Dealer Supervisor role separate from Motor Vehicles. He argued that the work- <br /> loads should be more balanced with these two supervisory roles. The total em- <br /> ployee count will go from 19 to 20, but it constitutes only a half Full-Time Em- <br /> ployee (FTE). This will give more hours per week in the Auto Dealers' side. <br /> Number of leadership roles stays at 3, so this all results in a budget-neutral im- <br /> pact. This will take advantage of the upcoming retirement and better position <br /> staff for the years to come. <br /> Councilmember Willmus asked about the change in FTE's over the last five <br /> years. <br /> Mr. Miller noted two FTE's have been added in the last five years. <br /> Councilmember Etten commended staff for suggesting this change. He appreciat- <br /> ed how FTE is moving towards the Passport and Auto Dealers side. One struggle <br /> with the Passport side is space. He questioned whether any of this helped the <br /> City's ability to serve customers more quickly and in a timely fashion. <br /> Mr. Miller responded this will help on the Motor Vehicle side. Right now, people <br /> are pulled from the counter to help with Auto Dealers. Passports are tough. The <br /> physical side limitation is only two people or two families in at a time. However, <br /> not much improvement can be had there until there is a larger area to deal with. <br /> Councilmember McGehee noted the organization chart is a vast improvement. <br /> Councilmember Willmus asked whether anything can be done to avoid pulling <br /> from the line to process Auto Dealers' transactions. <br /> Mr. Miller stated the rollout of the MNLARS system has changed the way staff <br /> has to do things. More data entry is now required. There are some limitations on <br /> what staff can do. <br />
