i <br /> ,I <br /> EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br /> County of Ramsey, Minnesota, was held on the 26"'day of March, 2018 at 6:00 p.m. <br /> The following Council Members were present: Willmus, Laliberte, Etten, McGehee, and Roe; <br /> and none were absent. <br /> Council Member Willmus introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11503 <br /> A RESOLUTION APPROVING A CONDITIONAL USE PURSUANT TO 1009.02.0 AND <br /> 1009.02.D.30 OF THE CITY CODE FOR, 1900 COUNTY ROAD C (PF18-001) <br /> WHEREAS, City Code §1009.02.0 establishes general Conditional Use (CU) criteria that is <br /> required to be met by a CU proposal; and <br /> WHEREAS, §1009.02.D.30.a and b establishes specific CU criteria for outdoor storage and <br /> equipment and goods that is also required to be met; and <br /> WHEREAS,the Roseville Planning Commission held the public hearing regarding the proposed <br /> CU on March 7, 2018, voting 6-0 to recommend approval of the use based on public testimony and the <br /> comments and findings of the staff report prepared for said public hearing; and <br /> WHEREAS,the property at 1900 County Road C is legally described as: <br /> The East 267 feet of the West 702 feet of the North 500 feet the Northwest Quarter of the <br /> Northwest Quarter of Section 9, Township 29,Range 23, according to the United States <br /> Government Survey thereof,Ramsey County, Minnesota <br /> WHEREAS,the City Council has determined that approval of the proposed CU to permit a <br /> contractor yard-limited, outdoor storage of fleet vehicles and equipment and goods pursuant to <br /> §1009.02.0 and §1009.02.D.30 of the City Code will not result in adverse impacts to the surrounding <br /> properties based on the following findings: <br /> GENERAL CONDITIONAL USE CRITERIA: §1009.02.C: <br /> 1. The proposed use is not in conflict with the Comprehensive Plan: The use of the property for the <br /> purpose of general contracting is a permitted conditional use(Contractor Yard—Limited) under the <br /> Office/Business Park District, which proposed improvement and use is supported within the General <br /> Land Use and Employment Area Goals and Policies section of the 2030 Comprehensive Plan. <br /> 2. The proposed use is not in conflict with any Regulating Maps or other adopted plans: The 1900 <br /> County Road C property does not have a regulating plan, nor is there a small area plan or other that <br /> guides future development. <br /> 3. The proposed use is not in conflict with any City Code requirements: The proposed Contractor Yard <br /> —Limited and the outdoor storage of equipment and goods is a permitted conditional use and all <br /> site/building improvements must achieve compliance with the City and Building Codes. This use <br /> and the outdoor uses on the site are not in conflict with the City Code, specifically the Zoning Code. <br /> 4. The proposed use will not create an excessive burden on parks, streets, and other public facilities: <br /> This use will not create any adverse or excessive impacts to parks, streets, or other public facilities. <br /> Page 1 of 4 <br />
