Regular City Council Meeting
Monday, March 26, 2018
Page 23
Mayor Roe recessed the meeting at approximately 9:05 p.m., and reconvened at approximately
9:08 p.m.
d. Consider a Future Agenda Item to Discuss Raising the Age to Purchase To-
bacco Products in the City of Roseville
Assistant City Manager Olson briefly reviewed this request, recommending ap-
proval as detailed in the RCA and related attachments dated March 26, 2018. She
noted the steps needed if the Council is interested in discussing in raising the age
of tobacco purchase. There is a statue requiring 30-day notice to license holders.
Therefore, tonight should not be a discussion on the policy itself. If the Council
wants to take this up, more information will be given to the Council and proper
noticing will be done.
Councilmember Willmus stated he is supportive of this. He would like to see or-
dinances from other communities who have gone in this direction and not wait for
the State legislature to move on this issue.
Willmus moved, Etten seconded, direction to staff to begin noticing requirements
and to bring back before the Council an agenda item discussing the raising of the
age to purchase tobacco products within the City of Roseville.
Mayor Roe offered an opportunity for public comment.
Public Comment
Alicia Leizinger, Association for Non-Smokers Minnesota
Ms. Leizinger noted her non-profit has worked with many other cities in the west-
ern suburbs to raise the tobacco purchase age. She can provide sample language
and also support for the business community, should the ordinance pass.
Council Discussion
Councilmember Laliberte commented she is looking forward to seeing the ordi-
nances from other communities. She would also like to ensure it includes vaping
as well as tobacco.
Mayor Roe clarified no action on this can be taken by the Council before the 30
day notice is provided to license holders. Follow up information on these quesi-
ons can be distributed to Council in memo form.
Assistant City Manager Olson noted neither the House or Senate bill has met a
committee deadline.
Roll Call
Ayes: Willmus, Laliberte, Etten, McGehee and Roe.
Nays: None
