She suggested this is not a service that would be utilized by a broad <br /> segment of the existing population. <br /> Mayor Roe stated there will have to be research in how it will function. <br /> Councilmember Willmus asked if there is something that can be done now <br /> to reduce 911 calls. Perhaps a different path is possible. <br /> Assistant Fire Chief Brosnahan responded that there are some things that <br /> can be done now. One of the main issues that the FD runs into is initiating <br /> the right contact with social services. A lot of times that happens with <br /> Ramsey County Public Health, and there are times it has not been success- <br /> ful. With a more established program, there will be a better outreach con- <br /> nection established will be on a better level than is currently the case. <br /> Councilmember Laliberte stated she has heard about this previously <br /> through CHAT. With regard to billing and services, she will want to be <br /> sure there is adequate information about how that works. HIPPA compli- <br /> ance and the City holding personal health information is a major concern. <br /> Any kind of breach can result in huge fines. Additionally, billing and cod- <br /> ing might require another additional staff person to issue invoices. <br /> Councilmember McGehee added that there is the possibility of lawsuits in <br /> addition to fines. There are many legal avenues to avoid repeat 911 call- <br /> ers, and there are certain types of problems that the FD are not going to be <br /> able to alleviate, eliminate or even reduce, no matter what, because the ill- <br /> ness will be of such a nature that it does not respond to treatment. In <br /> which case, a municipality can take legal action against individuals who <br /> are abusive of services that are available to them. There are some cases <br /> when it is simply realistic that it is not possible to be successful. <br /> Councilmember Laliberte stated there are others trying this, so perhaps in- <br /> formation can be gathered from those communities as to how they are ac- <br /> complishing these goals. It is primarily targeted around post-hospital vis- <br /> its. <br /> Mayor Roe summarized there is some good potential benefit, but there are <br /> a lot of questions that need to be understood. <br /> • Pillar#4: NFPA 1710 <br /> Assistant Fire Chief Brosnahan stated this is a standard by which the FD is <br /> currently not compliant, via the National Fire Protection Association. It <br /> deals with crew members and numbers of firefighters available with a sig- <br /> nificant event. It specifically calls for 15-17 crew members within the <br /> first 8 minutes of an event.
