City Council Work Session Meeting <br /> Monday, March 19, 2018 <br /> Page 19 <br /> Mayor Roe suggested this is a good chapter to keep in the Comp Plan. It does not <br /> really matter what other entities think about including it or not. Keeping it in this <br /> spot makes sense. The who, when, and how are, somewhat speculative at the be- <br /> ginning of the 10-year period. Formatting wise, a horizontal band across the top <br /> of the page will help distinguish sections from each other, along with larger text <br /> that says what the section is. Additionally, on page 1, it says 5-year CIP, and he <br /> suggested removing the words "5-year." <br /> Councilmember Etten clarified that all of the Commissions will have a chance to <br /> review the Comp Plan. <br /> Mr. Lloyd responded that in a recent conversation with the City Manager, the idea <br /> was to make sure the various Commissioners are aware of the new draft, but staff <br /> has not asked for Commission action in a formal way for their view. <br /> Ms. Olson added that several of the staff Commission liaisons have sent it out to <br /> their Commissions and asked for feedback, similar to feedback from other resi- <br /> dents, through the website. <br /> Mayor Roe noted there has been specific feedback from one member of the Fi- <br /> nance Commission. <br /> Councilmember Etten asked if it is possible to have the Finance Commission <br /> look at the "how" portion. It is hard to know what will happen in 5 or 10 years, <br /> so this is pretty general. <br /> Councilmember Laliberte concurred this is general, and she does not know <br /> whether Finance Commission members will dispute anything that is in the col- <br /> umn, but it would be good for them to remember in their future work what is ref- <br /> erenced in the Comp Plan. The bigger question is whether there should be a more <br /> formal process to obtain Commission feedback. <br /> Mayor Roe commented one challenge may be that a lot of the Commissions al- <br /> ready have things on their agendas, and it might be a lot to ask them to consider <br /> this full Comp Plan with already full meeting agendas. <br /> Councilmember McGehee commented there are a lot of things the City is working <br /> on related to infrastructure. Something else that jumped to mind were increased <br /> multicultural events in the City. But the most important thing is with the devel- <br /> opment of TCAP, what is the identity of Roseville as it becomes a pass-through to <br /> TCAP. She wonders whether any resilience planning has been done to prepare <br /> for possible significant changes in the retail market, or whether considerations <br /> have been made for additional electric charging stations for cars. These are things <br /> that people are talking about. Those are forward-thinking things that are different <br />
