She questioned where these discus- <br /> sions happen with the Met Council. These are issues that the City may have to <br /> deal with as trends change and changes emerge. <br /> Mayor Roe suggested staff and consultants think about ways to think about those <br /> things. The reality is the Comp Plan can always be amended. Also, since the <br /> City cannot know about some of these things, it is difficult to say anything other <br /> than"let's be prepared." <br /> Councilmember McGehee noted she has talked to MN-DOT twice about linkage <br /> for pedestrian and non-motorized access between Har-Mar and Rosedale. The <br /> City is traditionally not out in front and has often been running behind MN-DOT. <br /> It would be nice to work with them ahead of time. <br /> Mayor Roe noted that is in the Transportation chapter. The Comp Plan does not <br /> always mention things to be done in very specific areas. <br /> Councilmember Laliberte stated she does not feel strongly that there is an edict <br /> that all the Commissions review this. This is an important document. To have <br /> the Commissions not review them, however, does not seem right. <br /> Councilmember McGehee concurred there has not been any real mention of the <br /> financial implications in this document, and costs are a reality. <br /> Councilmember Etten asked what kind of outcome is reasonable for the Commis- <br /> sions over the next month. <br /> Mayor Roe noted that in the future, there should be greater inclusion with the <br /> Commissions earlier in the process. He added it would be good to go back to the <br /> HRIEC, discuss the engagement process with them, and have them thinking about <br /> it for next time. <br /> Councilmember Laliberte commented it would have been great to have them <br /> looking at this and ready and waiting to make comments, but that is hindsight. <br /> Some staff liaisons have sent the Comp Plan out and asked Commissioners to <br /> comment as residents, but staff should ensure all liaisons do this. <br /> Councilmember McGehee suggested asking the HRIEC look at those few pages <br /> referencing equity and see what suggestions they have. <br /> Councilmember Etten stated that would be a major process for the HRIEC to look <br /> at equity and could possibly get into a longer process that the City is not prepared <br /> to do. The alternative is to pause the Comp Plan process for two or three months, <br /> and that is not possible. <br />
