City Council Work Session Meeting <br /> Monday, March 19, 2018 <br /> Page 5 <br /> Councilmember Etten indicated staff has acknowledged that the focus on race is <br /> narrow and it acknowledges why. He does not believe the Comp Plan is the place <br /> to take big, bold steps. In the section on page 4 and 5 of this chapter, it talks about <br /> some of the aspects of equity. It lists off some other marginalized areas or groups <br /> with spots where equity should be the goal. It even lists "and more," as a means <br /> of communicating that a comprehensive list cannot be provided. There is no way <br /> an introductory chapter can properly fully address that. It may be that the GARE <br /> process is focused on race and equity, but the tools coming out of that are things <br /> that will then help the City address other inequities throughout the system. He <br /> feels that is not as big of a deal, because this is not the place to fully address equi- <br /> ty in the community. Regarding community surveys, he wondered whether not- <br /> ing that the City will have a 2018 survey that will be happening shortly. He ex- <br /> pressed agreement about the multifamily housing study, but it is later noted in the <br /> Housing Chapter that the study is out of date. He suggested noting that in both <br /> spots. Finally, he concurred that Imagine Roseville and Imagine Roseville 2025 <br /> can be confusing. He suggested GARE might be referenced in the document. <br /> Councilmember Laliberte asked whether it is a disservice to define equity the way <br /> it is now. <br /> Councilmember McGehee expressed there is inequity, and everyone knows it, and <br /> the City should be trying to correct it in as many ways as possible. She opined <br /> that someplace in the document it should state that the City has adopted a policy <br /> of performing a community survey every couple of years. <br /> Mayor Roe commented on the confusion regarding Imagine Roseville 2025 and <br /> Imagine Roseville. In terms of the Comp Plan, if folks are confused about the <br /> names, one solution is just to not make a reference to the Imagine Roseville con- <br /> versations. For a broader planning document, it is very specific on a couple of is- <br /> sues, and it is not the same as some of these other things in terms of how it in- <br /> forms planning. The goal of this chapter is to give someone a basic understanding <br /> of what the Comp Plan document is. He does not have a problem with the discus- <br /> sion of equity on here. He is fine with adding context in some other areas. He re- <br /> called that on page 7, there is a paragraph that seems to be floating, unattached to <br /> anything else. <br /> Ms. Perdu noted that was supposed to be a closing paragraph and a transition to <br /> the next section. <br /> Councilmember Willmus questioned whether the Imagine Roseville discussions <br /> belong where they currently are. <br /> Mayor Roe noted that the chapter indicates there are other areas of equity that can <br /> be looked at, and the chapter explains why race has been noted in this context. <br />
