City Council Work Session Meeting <br /> Monday, March 19, 2018 <br /> Page 6 <br /> Community Development Director Collins commented that the EDA will be re- <br /> viewing a proposal for an updated multifamily housing study next month, so that <br /> can be reflected in the Comp Plan. Regarding equity, this is a municipal growth <br /> document, so much of what is discussed hinges on demographic change and <br /> population change, and so much of the data sets available are race-based. Alt- <br /> hough it might not be called out, there is a lot of other language in the document <br /> with regard to other populations, such as seniors, different types of housing, and <br /> disabilities. <br /> Ms. Perdu commented there might be an opportunity to include equity language <br /> as its own highlight throughout the document. The data points and census data <br /> are race-based, but strategies are all over in addressing a lot of equity concerns. <br /> Chapter 2 <br /> Ms. Perdu noted the Planning Commission suggested this chapter be retitled Vi- <br /> sion, Goals, and Decisions. The goals and objectives have not changed since May <br /> 2017, which the Council approved at that time. But a decision-making rubric has <br /> been developed, which takes each goal and breaks it down into a series of ques- <br /> tions and measurables. The Planning Commission gave a lot of input on the <br /> measurables. The idea is to take the goals and actually use this information in the <br /> decision-making process, whether that is the Council, the Planning Commission , <br /> other Commissions, or staff members as well. <br /> Councilmember McGehee asked about the number of participants in outreach. <br /> Mayor Roe suggested including a table to illustrate participation, as it is presented <br /> inconsistently throughout the document. <br /> Councilmember McGehee indicated she does not like the word"rubric." <br /> Mayor Roe suggested the word"framework"instead of"rubric." <br /> Councilmember McGehee suggested moving Roseville 2040 to the left side of the <br /> upper line to improve readability. <br /> Councilmember Laliberte noted she does not mind the reference to engagement <br /> and the tools in certain park or transportation discussions. But an overall picture <br /> of engagement would fit perfectly right up in the front of this chapter. <br /> Mayor Roe noted the references to the engagement can be brief That will help <br /> remove repetitiveness from the document. <br /> Councilmember Etten noted the online survey is not a statistically valid survey, <br /> and that should be noted. He also asked about the purple dots on page 5. <br />
