Human Rights, Inclusion and Engagement Commission Minutes <br /> March 21, 2018 —Draft Minutes <br /> Page 9 of 17 <br /> 358 The Commission agreed to include the calendar, next steps and original action plan with the staff <br /> 359 report that will go out to the Council. <br /> 360 <br /> 361 c. Imagine Roseville Debrief <br /> 362 <br /> 363 Chair Holub reported the most recent Imagine Roseville event was held last week. They need <br /> 364 clarity from the Council if they want the Commission to evaluate Imagine Roseville and what <br /> 365 they are specifically looking for. <br /> 366 <br /> 367 Commissioner Groff commented from conversations he has had, he understands that the Council <br /> 368 will be looking for the Commission to review the Imagine Roseville process. He also noted <br /> 369 there were some members of the public that did not think the data presented at the most recent <br /> 370 event was specific or transparent. <br /> 371 <br /> 372 Ms. Olson reminded Commissioners a doctoral program at Hamline University is analyzing the <br /> 373 data as well. <br /> 374 <br /> 375 Commissioner Djevi stated there were a lot of questions that went unanswered because the police <br /> 376 department did not have the data back yet. They also indicated there was not going to be any <br /> 377 next steps in discussing it with the public, which does not make sense. <br /> 378 <br /> 379 Commissioner Groff stated he thought the police department was saying they did not have a plan <br /> 380 to speak to the data at this point. However, if the Commission reviewed it and strongly <br /> 381 suggested something be done in the future, hopefully the police department would support that. <br /> 382 <br /> 383 Ms. Olson commented the data is important but there is an understanding that it is hard to focus <br /> 384 on a solution when they do not have all the details on what needs to be fixed. They will consider <br /> 385 what steps they can take so the community feels it is being addressed. <br /> 386 <br /> 387 Community Djevi stated if they cannot identify the problem, it cannot be fixed. Based on the <br /> 388 data they have, they have not defined a problem. It is wonderful the Police Department is doing <br /> 389 this, but so many questions went unanswered. <br /> 390 <br /> 391 Ms. Olson noted the data will still be collected and this will show trends that may be taking <br /> 392 place. <br /> 393 <br /> 394 Chair Holub commented they will wait until after discussing this with Council before they talk <br /> 395 more in depth about these issues. They are on the Council's agenda on Monday to discuss the <br /> 396 Commission's Action Plan, the parade, and Imagine Roseville. <br /> 397 <br /> 398 Ms. Olson noted they will not be at the beginning of the agenda and the times listed are <br /> 399 guidelines. She will send out the City Council meeting agenda and staff report to the <br /> 400 Commission tomorrow. The Council will also be discussing whether they want to have a <br /> 401 discussion regarding raising the tobacco purchase age to 21. <br /> 402 <br />
