306 <br />307 Ms. White reported the primary things Roseville needs to accomplish with the <br />308 Community Resilience best practice is to take additional steps to prepare for <br />309 extreme weather events and emergency response. They City is already doing this <br />310 and communicating with Ramsey County on its hazard mitigation plan, and the <br />311 recent Vulnerable Population Assessment is a positive step. This step requires the <br />312 City to earn two stars. <br />313 <br />314 Chair Cihacek inquired if there were any recommendations with this best practice. <br />315 <br />316 Ms. White suggested they reach out to Ramsey County to make sure they have <br />317 implemented all the hazard mitigation plans and consider what else needs to be <br />318 done to reach out to vulnerable populations. <br />319 <br />320 Member Wozniak commented he is part of the debris management group that <br />321 focuses on resilience. They are planning to engage several cities to see how they <br />322 can better coordinate emergency response specifically with debris management. <br />323 There is an opportunity for exercise training in May. <br />324 <br />325 The Commission thanked Ms. White for her work. <br />326 <br />327 7. Ordinance Updates <br />328 Mr. Freihammer reported staff has drafted amended ordinance language to address <br />329 some deficiencies in some of the City's ordinances. 1W <br />330 46 <br />331 Chapter 405 —Noise Control. <br />332 Mr. Freihammer explained the suggested change will allow City -led projects to <br />333 deviate from the ordinance requirements. Currently, staff must apply for a variance <br />334 to the City Council if night work is needed and this would give staff more flexibility <br />335 if they need to work at night or outside of working hours. Staff would be required <br />336 to follow a Construction and Maintenance Related Night Work Policy and residents <br />337 would still be notified of work outside of normal hours. <br />338 <br />339 Member Wozniak referred to Section 405.04 of the draft ordinance and noted <br />340 "Exemptions" is spelled wrong. He also suggested the word "project" be changed <br />341 to "construction or maintenance activity." He inquired about attached Night Work <br />342 Policy and inquired if it should be included with the ordinance. <br />343 <br />344 Mr. Freihammer stated the ordinance refers to the Night Work Policy. <br />345 <br />346 Mr. Culver noted they would not include the policy in the code because it is easier <br />347 to change it if it is not part of it. <br />348 <br />349 Chair Cihacek referred to the ordinance language and inquired if there was a time <br />350 when the City would be a lead and not an owner. <br />351 <br />Page 8 of 16 <br />
