578 <br />separate escrows for erosion control and grading. It is currently defined on square <br />579 <br />footage of area disturbed or if it is in the shoreland and they would now add the <br />580 <br />amount of dirt moved as a trigger. A grading escrow is required for projects that <br />581 <br />move over 250 cubic yards of material. The Public Works department will approve <br />582 <br />the permit requests. <br />583 <br />584 <br />Member Trainor inquired how this ordinance addresses contractor changes to <br />585 <br />originally approved grading to make sure changes are completed. <br />586 <br />587 <br />Mr. Freihammer stated the ordinance includes language that states the grading <br />588 <br />permit must meet the current approved grading plan. If staff feels it has not been <br />589 <br />met, they will require an as -built. Their escrow will not be returned until the <br />590 <br />grading plan has been met. <br />591 <br />592 <br />Member Trainor inquired how it relates to an area that has many different builders <br />593 <br />and one builder's permit. He inquired if there is an opportunity to catch a change <br />594 <br />to the grading plan while the project is underway. <br />595 <br />596 <br />Mr. Freihammer commented the grading will be reviewed before the escrow is <br />597 <br />returned because there is an additional permit tied to it. Previously, there was a <br />598 <br />chance it could be signed off on without the grading checked, but that can no longer <br />599 <br />occur. They can also do weekly erosion control inspections. <br />600 <br />601 <br />Member Trainor inquired if this should be tied to the surface water management <br />602 <br />plan. <br />603 <br />604 <br />Mr. Freihammer commented it is already tied to it because it is tied to the erosion <br />605 <br />control ordinance. <br />606 <br />607 <br />Member Trainor moved, Member Wozniak seconded, to recommend to the <br />608 <br />City Council approval of the revisions to Chapter 803 Storm Water Drainage. <br />609 <br />610 <br />Ayes: 5 <br />611 <br />Nays: 0 <br />612 <br />Abstain: 1 (Trainor) <br />613 <br />614 <br />Member Trainor noted he abstained because he needs more time to review the <br />615 <br />proposed ordinance. <br />616 <br />617 <br />Motion carried. <br />618 <br />619 <br />Chapter 1017: Shoreland. Wetland and Storm Water Management, Section <br />620 <br />1017.26: Stormwater Management. <br />621 <br />Mr. Johnson reported this ordinance update is needed to better address private storm <br />622 <br />water facilities.
