Roseville Human Rights, Inclusion and Engagement <br /> Commission <br /> Agenda Item <br /> DATE: May 16, 2018 ITEM: 8b <br /> ITEM DESCRIPTION: Staff Report <br /> Background <br /> Bi-annual HRIEC meeting: The commission looked at 2 different dates for the Bi-annual <br /> meeting. The dates were June 7 and June 19th. Based on a Doodle Poll, the majority of <br /> commissioners are able to make the June 7th meeting. One thing to note is that June 191h is also <br /> Juneteenth. (However, the Minneapolis celebration will take place on Saturday, June 16). In the <br /> future, when scheduling meetings, it would be a good idea to take into account any potential <br /> events, celebrations, etc. that may conflict with the meeting. <br /> Juneteenth is the oldest known celebration of the ending of slavery. <br /> Dating back into 1865, it was on June 19th that the Union Soldiers, led by Major General <br /> Gordon Granger, landed at Galveston, TX with news that the war had ended and that all <br /> slaves were now free. Note that this was two and a half years after The Emancipation <br /> Proclaiming had little impact on the Texans due to minimal number of Union troops to <br /> enforce the new Executive order. However, with the surrender of General Lee in April of <br /> 1865, and the arrival of General Granger's regiment, the forces were finally strong <br /> enough to influence and overcome the resistance. <br /> Today, the Twin Cities Juneteenth Celebration,founded 30 years ago, is said to be one of <br /> the two largest Juneteenth Celebrations in the United States, surpassing even the Texas <br /> Celebrations where Juneteenth is a state holiday. <br /> .`::..::// ✓, ✓, ✓,,,,A.ar�,c;t;c;c;r�,t;h,r;r,%r�,r�,c;s,r,t` ,,,,r,r c/ ir e:�,t i�r res..and. <br />
