Human Trafficking/Exploitation (needs further research)—Commissioner Peterson <br /> Commissioner Dailey requested suggestions on how they should proceed for reviewing the <br /> language. <br /> The Commission agreed to first see what Congress, the State of Minnesota and local community <br /> groups have, then look more broadly, if needed. They discussed making the proclamations <br /> locally relevant to Roseville and will plan have a rough draft, revised proclamation, or update to <br /> Ms. Olson for the March meeting packet by March 14. This step will allow them to get a better <br /> feel for each proclamation and which they would like to propose to be featured. <br /> Commissioner Djevi suggested they inquire of each community if there is an event that takes <br /> place that would go along with the proclamation. <br /> Warren Wolf, Roseville Resident, suggested they look as census data for Roseville when <br /> considering which proclamations to include. He noted the older people in his church were <br /> surprised to find out the racial diversity in the City and these proclamations could help with <br /> educating the public. <br /> Chair Holub noted the more recent census was done in 2010. <br /> Ms. Olson stated they could also look at the Metropolitan Council's projections and the <br /> American Community Survey that was done in 2017. <br /> c. Essay Contest Rubric and Scoring <br /> Ms. Olson reported they have received 54 essays. She directed the Commission to the updated <br /> rubric included in the meeting packet that was created by Commissioner Peterson. <br /> The Commission agreed to use the updated rubric and stated it is reasonable, simpler, and <br /> provides more consistency. <br /> The Commission discussed the process for grading the essays. In order provide consistency, <br /> they agreed to have the same group of Commissioners read all the essays and have at least two <br /> Commissioners read each essay.
