Human Rights, Inclusion and Engagement Commission Minutes
October 18, 2017—Draft Minutes
a. September 20, 2017 Human Rights, Inclusion and Engagement Commission
Commissioner Holub moved and Commissioner Groff seconded a motion to approve the
September 20, 2017, Human Rights, Inclusion and Engagement Commission meeting minutes.
Motion passed unanimously.
Receive Reports
a. Subcommittee Report on Profiling and Discrimination
Commissioner Groff gave an overview of the subcommittee meeting held on October 15, 2017.
He outlined several details included on the subcommittee report, including the plan to contact the
Minnesota Department of Human Rights (MDHR)to inquire about the process of collecting data.
Ms. Olson added that she has sent an email to the MDHR about collecting data and has not heard
back. She did locate MDHR case studies with findings and can forward that to the Commission.
Commissioner Groff reported he has also reached out to MDHR regarding business information
materials or templates that are already in use. He noted the desire to involve local business and
key stakeholders in gathering data on profiling.
Commissioner Djevi commented the Roseville Police Department meets with the Rosedale Mall
store managers in order to discuss loss prevention, and they would also be willing to meet with
the HRIEC.
Mayor Roe noted the type of business will dictate the type of information that should be
communicated. As far as other businesses in the community, there are other opportunities to
work with the Economic Development Authority (EDA)through the Roseville Chamber of
Commerce. Additionally, the EDA holds an annual business "happy hour" where City staff
interacts with business owners in the City. That may be a potential opportunity for distributing
information.
Mayor Roe noted that he had provided Ms. Olson with Don Eubanks' contact information so that
possibly a training workshop could potentially be conducted at the appropriate time.
Commissioner Djevi noted the Rosedale Mall typically holds the loss prevention meeting prior to
Black Friday, so something would have to be coordinated quickly if it were to happen this year.
Commissioner Carey asked whether MDHR materials would have to be rebranded if used by the
City of Roseville. Ms. Olson indicated staff could just use the information, as it is there to as an
aid to cities working in this area.
