Human Rights, Inclusion and Engagement Commission Minutes
October 18, 2017—Draft Minutes
Commissioner Djevi noted that profiling happens more than people realize, and he asked how
stories of profiling can be shared with the public.
Mayor Roe noted confidentiality is important, so standards will have to be developed so that the
people sharing the stories are free to use their names only if they desire.
Ms. Olson noted that 99 percent of the data collected by the City is public information, so
redacting information may not be an option. She suggested partnering with another group to
house the information.
Commissioner Manke expressed concern about another group housing very private information
about profiling.
Ms. Olson suggested talking to the library about how it handled Green Card Voices.
Commissioner Groff discussed the importance of creating an online resource for folks wanting to
file a human rights complaint. He noted the MDHR is set up to conduct investigations, but the
HRIEC is not.
Ms. Olson suggested reviewing the City of Bloomington's Human Rights Commission website
for their vast list of resources. She also requested feedback from the HRIEC on what types of
resources Commissioners would like listed on the website.
Commissioner Peterson noted the importance of including on the website a notice of
confidentiality for complaints.
Ms. Olson discussed the process of handling referrals, once the website is up, and the importance
protocol regarding email communication (e.g., do not hit Reply to All after a complaint has been
sent on the website).
Mayor Roe noted if a HRIEC member is made aware of a particular complaint, the general
details can be communicated to Ms. Olson so the rest of the Commission can know something
has happened without divulging details.
Ms. Olson will coordinate inviting a representative of the MDHR to speak to the HRIEC.
Commissioner Groff noted the importance of establishing a protocol for future communications
with the MDHR.
Youth Commissioner Report
Youth Commissioner Hansel reported that the Teens for Human Rights club (THR) at Roseville
High School started up last month, with a lot of new members joining. They have been working
on advertising and ideas for new projects. They are working on posting Human Rights articles
