She agrees that a timeline is going to be helpful, but if they want to make some <br /> big changes, they need to start with the foundation to learn what is really going on. This would <br /> include receiving reports from staff on what is really going on, advising, and having these set <br /> proj ects. <br /> Ms. Olson commented the Council is very interested to learn how to have an equitable approach <br /> in reviewing the City's policies and procedures in the City as a whole. They need to consider the <br /> best practices on how to engage the underrepresented groups. <br /> Commissioner Carey commented the Council made it clear they are not monitoring other <br /> Commissions. She inquired how they can take what they are doing right now and provide <br /> recommendations and direction without overseeing and providing direction. <br /> Commissioner Manke noted she felt like the Council was saying it was not their responsibility to <br /> oversee and monitor other Commissions or staff, but that they could go ahead and plan their <br /> events. <br /> Commission Groff confirmed he had a Council member tell him directly they should join a <br /> Commission if they wanted to see what they were doing, but could not go and sit in on their <br /> meetings. <br /> Commissioner Peterson inquired what they should do if a Commission is not doing something <br /> equitably. <br /> Ms. Olson stated there are best practices and procedures that Commissions and staff may not be <br /> aware of. They can provide a Commission with a process they should be following and leave it <br /> up to them to determine if that is how it is being done. <br /> Commissioner Djevi commented it sounds like the Council wants them to do something, but they <br /> cannot take the steps to provide concrete recommendations as something positive for equity. If <br /> they do not know what is going on and where the issues are with equity, they cannot make <br /> recommendations. <br /> Commissioner Dailey suggested they officially request reports since evaluation is included in the <br /> ordinance. <br /> Commissioner Peterson stated they cannot request reports, because it would be looked at as <br /> monitoring them and looking over their shoulder. They should just talk about suggested best <br /> practices with everyone. <br /> Chair Holub commented this would be hard to do when there is nothing to evaluate or react to. <br /> There is already a document of every department's engagement efforts, and the Commissions <br /> could add additional information to that document. It could be seen as a partnership and a way <br /> for them to understand the big picture. <br />
