Human Rights, Inclusion and Engagement Commission Minutes <br /> November 15, 2017—Draft Minutes <br /> Page 6 of 16 <br /> Commissioner Manke noted she had conversations with two Roseville residents who saw the <br /> joint meeting, and they felt the HRIEC was being scolded by the Council. <br /> Commissioner Dailey stated she felt like she was in defense mode and was being spoken down <br /> to. <br /> Ms. Olson stated the Council would like to have another joint meeting in the future, but a date <br /> has not been set. <br /> Chair Holub commented she believes it is up to them to decide what they are going to do and <br /> how the City Council may or may not be involved. <br /> b. Action Plan Next Steps <br /> Chair Holub requested feedback on how they proceed with next steps regarding the Action Plan. <br /> Commissioner Manke suggested they focus on the projects they feel were supported by the <br /> Council. They should have clear project plans and timelines for the essay contest, book read, <br /> Rosefest, and films before the next meeting. They should also consider including welcome <br /> materials, the open house, and photo project. <br /> Commissioner Carey inquired if they should move forward with these projects in the same way <br /> they have always been done, or use this time to do them differently now that they are a new <br /> Commission. <br /> Commissioner Manke suggested they provide a basic overview of each project, include how their <br /> core objectives fit in with each one and bring it back to the next HRIEC meeting for discussion. <br /> Commissioner Groff noted a human rights issue can also be a community engagement issue and <br /> each project should be looked at a little more broadly. He expressed concern that they could do <br /> all this work on these project plans and still have the Council say no. <br /> Commissioner Manke stated some of the projects have already been approved by the Council <br /> and she has some of the project plans completed that could be used as a template. <br /> Chair Holub suggested they begin each project with a large group discussion first and follow up <br /> with writing the project plan. She also suggested they create a timeline for the Council that <br /> shows when they can expect each of the project plans. There are some projects they will need <br /> Council approval on and others they can just do because they are included in the ordinance. This <br /> will also allow them to evaluate the projects that have done in the past and consider how they can <br /> be improved. <br /> Commissioner Dailey commented they should take an outcome based approach versus sharing <br /> every detail on how they are going to get there. They are a new Commission with a focus on <br /> equity and engagement, and they need to have a comprehensive review and lay a foundation on <br />
