City Council Work Session Meeting <br /> Monday,April 16,2018 <br /> Page 4 <br /> Councilmember Willmus suggested adjusting the schedule by another week in or- <br /> der for the Council to process the Finance Commission's recommendations and to <br /> include their meeting minutes. <br /> Mayor Roe suggested moving the Finance Commission's meeting back a week. <br /> City Manager Trudgeon suggested he present the City Manager budget to the <br /> Council on August 13th, with the Finance Commission receiving a copy at their <br /> meeting on August 14th. The Council concurred. <br /> Councilmember McGehee asked whether the Truth-in-Taxation meeting can be <br /> moved up so that the Council has another meeting before it adopts the final levy <br /> and utility rates. <br /> City Manager Trudgeon noted that the November dates are part of a statutory re- <br /> quirement. The Truth-in-Taxation needs to be after November 20th, so that resi- <br /> dents have received their property tax statements. <br /> Councilmember Laliberte asked about the postcards. <br /> City Manager Trudgeon asked for Council feedback on the postcards. <br /> Councilmember Laliberte stated residents need a way to provide feedback, and <br /> not everyone is on their computer. She is in favor of that tactile feedback. <br /> Councilmember McGehee noted one of the shortcomings is that the City has not <br /> taken the data received and presented it. That is discouraging to residents who <br /> have provided the feedback. If the City newsletter can have a focus on the budget <br /> that would be a good place to include resident feedback. <br /> Councilmember Willmus stated there might be an expectation that the City will <br /> utilize information that comes in from the postcards differently than information <br /> that comes in via phone call or email. He suggested the postcards as currently <br /> handled are fine as another mechanism for outreach. <br /> City Manager Trudgeon noted the cost is $3,300 for the production of the post- <br /> cards. Resident utilization of the postcards has also fallen off since they were in- <br /> troduced. <br /> Councilmember Willmus asked about the cost and staff time to mail them back. <br /> City Manager Trudgeon stated residents use their own stamp, and all the post- <br /> cards come to him, so very little staff time is involved in the process. <br />
